    Shafaq News/ The International Labor Organization, affiliated with the United Nations, presented recommendations and ideas to Iraq - which is experiencing enormous economic and social challenges - regarding the national public works program, which would contribute to addressing unemployment, achieving sustainable development, and enhancing social stability.
    The Swiss-based organization said in a report on the conclusions of a workshop held in Erbil on promoting decent work in public works programs in Iraq that the country is currently facing enormous economic and social challenges resulting from years of conflict and economic hardship, adding that widespread unemployment, urgent infrastructure needs, and social inequality all make it necessary to search for innovative and effective solutions to overcome these challenges.
    The report, translated by Shafaq News Agency, explained that the National Public Works Program is considered one of the important initiatives that can contribute significantly to securing decent job opportunities for the most vulnerable groups, such as women, youth and displaced persons, while also developing Iraq's infrastructure.
    The report stated that public works programmes have been used worldwide to encourage economic development and reconstruction, not only by creating immediate job opportunities, but also by investing in improving and developing basic services and achieving other complementary social and economic goals.
    The report noted that the International Labor Organization and the Ministry of Planning organized a joint consultative workshop in Erbil in September 2024, which included key stakeholders, including the Iraqi government, civil society organizations, and development experts, to discuss how to design and implement a national public sector employment program.
    He added that public employment programmes are programmes funded by the state or donor agencies, and their primary objective is to create job opportunities that contribute to the public interest, noting that the workshop aimed to present, discuss and seek to reach consensus among national stakeholders regarding the roadmap process by reviewing successful practices and experiences locally, regionally and internationally, and putting forward clear recommendations for establishing and activating a national public employment programme that meets the interests of the Iraqi nation and promotes the principles of decent work.
    After the report pointed to the implementation of similar programs through social development funds in Yemen, Egypt, Jordan, Turkey, Syria, Morocco and Tunisia, the report said that the goal is to use public investments to create local job opportunities and for vulnerable groups who face difficulties in accessing paid work by integrating them into the provision of assets and public infrastructure or basic services that are increasingly needed.
    The report said that the International Labor Organization seeks to promote the goals of comprehensive employment and decent work, noting that the workshop witnessed a discussion of program design considerations and successful models from other countries, and a review of how to make these initiatives achieve multiple benefits.
    While the report referred to national public employment programmes in India, South Africa and Yemen, the report said these programmes also highlight the successes of labour-intensive investment in Dohuk, which focused largely on infrastructure development, green businesses, public service development and decent work opportunities.
    The report considered that these examples provide important lessons on how Iraq can adopt similar strategies to address the economic and social challenges it faces, adding that among the main lessons learned from international experiences is the importance of including the principles of decent work and effective targeting of women, youth and people with disabilities in such programs.
    The report considered that ensuring fair wages, equality between men and women, safe working conditions, and the right to social protection not only benefits workers, but also contributes to the success and sustainability of these programs in the long term.
    According to the report, participants in the Erbil workshop stressed that the National Public Employment Program in Iraq should integrate these criteria from the outset to maximize its impact, adding that a National Public Employment Program in Iraq could enhance job creation, provide immediate relief to those most affected by unemployment or underemployment, help rebuild vital infrastructure, such as roads, schools and water networks, promote green businesses to address climate change, and contribute to the restoration of cultural heritage.
    The report added that the national public employment programme could enhance community welfare services and equal opportunities for men and women, and contribute to regional stability, especially in conflict-affected areas, by strengthening employment opportunities, restoring local economic growth, and contributing to social cohesion.
    However, the report considered that achieving these results requires a carefully designed strategy, ensuring that the program targets the right people, including the poor, women, youth, the disabled and the displaced, who are often excluded from the formal labor market, adding that by focusing on vulnerable groups, the program will directly contribute to reducing poverty and social protection, and developing a more inclusive labor market.
    The ILO put forward several recommendations that were agreed upon at the workshop in Erbil, including that the government, together with the ILO and other development partners, must invest in developing the capacities of local institutions to manage and implement public employment programmes effectively, including through training workers and supervisors, as well as ensuring the availability of the necessary technical expertise.
    The report called for the national programme to be aligned with Iraq's broader national development goals, particularly in the areas of poverty reduction, infrastructure development and regional stability.
    The report also urged that the programme focus on establishing a mechanism to prioritise participation in projects to respond to what is seen as the most urgent local needs, support gender empowerment and youth employment, ensure social inclusion in the workplace for persons with disabilities, and more.
    The report concluded that these matters are of utmost importance in order to enhance social cohesion, increase support for a wide range of care services, and address the root causes of inequality in post-conflict Iraq.
    The report concluded by saying that as Iraq begins its post-conflict recovery journey, national public employment programmes provide a direct opportunity to address the dual challenges of unemployment and infrastructure deficits, adding that by drawing on international expertise, Iraq will be able to design a programme that not only creates inclusive jobs, but also contributes to improving the quality of public infrastructure and contributing to social stability.
