    National Alliance mp Saleh Mahdi Azzouz, Saturday, that the general budget law authorizes ministries to impose SOM, noting that some overly so. 

    He said Azzouz to agency/information/, the "budget law for the year 2016 allowed ministries to impose finance charges on citizens by article 25 of the Act, only some ministries, including the Ministry of health to impose excessive fees within general hospitals, creating an atmosphere of resentment by the grass roots." 

    Azzouz, added that "the House of review under article 25 of the law on the budget of the ministries that have tax binding on citizens that are roiling limited incomes." Finished/25 m
