    Behalf of the people
    Presidency of the Republic
    Based
    on what passed the House of Representatives and approved by the
    President of the Republic and based on the provisions of item (i) of
    Article (61) and item (iii) of Article (73) of the Constitution Act the
    following:

    No. () for the year 2013

    Law

    The second amendment to the law of political re-separated No. 24 of 2005, as amended.

    Article (1)
    Amending
    political re-separated number (24) for the year 2005 to the dismissed
    politicians Law No. (24) for the year 2005 and delete the word (re)
    wherever they appear in this law.

    Article (2)
    The text of Article (VII) of the Act re-separated politicians No. 24 of 2005 and replaced by the following:

    Article VII:
    First:
    The committee formed under Article (VI) of the Act to receive requests
    for political dismissed stipulated in Article (first) thereof and submit
    its recommendations to the minister or the head is related to the
    Ministry for approval within (30) days from the date of submission of
    the recommendation.
    Second: The last date for submission of
    applications covered by the provisions of this law on 12/31/2015 and
    authorizes the President of the Council of Ministers extension when
    necessary.

    Article (3)
    First: is covered by the provisions of this law in the following categories:
    1.
    In charge of a public service of members of the Governing Council and
    the National Council and the National Assembly and Parliamentary
    Councils, provincial and municipal after 9/4/2003, calculated for
    political separation service exclusively for the purposes of retirement.
    2.
    Who did not get the qualification for the reasons mentioned in the
    article (the first) of the Act laid-back No. 24 for the year 2005 for
    both:.
    A. Families of the martyrs until the second grade.
    B. Political prisoners and detainees.
    T.. Displacement and Migration.
    W. Rafha returnees takers before 9/4/2003 and beyond.
    C.
    Covered by the provisions of Law No. 5 of 2009, as amended (the law of
    compensation for the victims who lost part of their bodies by the
    practices of the former regime).

    Article (4)
    Exempt المشمولون
    the provisions of this law from deducting pension arrests for political
    separation and the Ministry of Finance allocated these amounts within
    the annual federal budget.

    Article (5)
    First: To develop a
    circle in the General Secretariat of the Council of Ministers dismissed
    for political committees include verification and appeals.
    Second:
    The committees formed under the Second Amendment to the instructions to
    facilitate the implementation of the provisions of the law laid-back
    politicians (1) for the year 2012, central committees in the Directorate
    of Treasury for each province.

    Article (6)
    First: The
    Ministry of Finance is committed to the development of functional grades
    covered by this law of employees on permanent staffing, contractors or
    employees Bajaur daily and non-employees.
    Second: the formation of a
    joint committee of the General Secretariat of the Council of Ministers
    and the Ministry of Finance to set covered in this law in the ministries
    and all state institutions.

    Article (7)
    This law shall be from the date of its publication in the Official Gazette.

    Reasons

    With
    a view to the inclusion of groups exposed to injustice, oppression and
    displacement due to the policies of the former regime, and to determine
    the timeframe covered by the law to submit their applications. Initiated
    this law.
