    Detroit has long struggled with poverty and racial tension. In 1967 the federal government spent $470 million on social programs and low-income housing to combat the 36 percent poverty rate. Tonya Mosley reports on tactics old and new for alleviating the problem as Al Jazeera America looks at the War on Poverty — 50 years ago and today.
