The US administration is to meet two senior Chinese officials on Friday in a bid to ease tensions three weeks before a summit between Presidents Donald Trump and Xi Jinping on the sidelines of the G20 summit in Argentina.
US Foreign and Defense Secretary Mike Pompeo and James Matisse in Washington will meet with their Chinese counterparts Yang Jiechi and Wei Fenghei before a joint press conference at the State Department.
The second meeting of the Diplomatic and Security Dialogue comes after a first meeting in April 2017 as part of efforts to revive the US-China relations decided by the two heads of state.
Trump and Shei launched the negotiations at a summit in April 2017 in Mara Lago, Florida, and the US president said he had "built friendship" with his Chinese counterpart.
But the tone has changed since then and Trump resumed his offensive rhetoric during his election campaign and opened a trade war with China, accompanied by attacks on several fronts.
In a speech observers said suggested new Cold War speeches, US Vice President Mike Bens accused China in early October of stealing sensitive technology industries, adopting a diplomatic and military expansionist policy, violating public freedoms and religious minorities, and even intervening in the US elections to get rid of Trump.
After that, Pompeo was greeted in Beijing by a cold reception, which was postponed on Friday and tentatively scheduled for October in China.
So the meeting in Washington can be interpreted as a calming point.
The diplomat said dialogue should allow for "frank and open" exchange of views on such issues as the growing militarization of the South China Sea, human rights and the control of fentanyl, a powerful plant-based habitat that has led to an unprecedented number of deaths in overdose in the United States.
North Korea will also be on the agenda as Washington wants to keep pressure on Pyongyang, which for its part calls for easing international sanctions in return for progress on the road to nuclear disarmament.
The main issue for the Chinese delegation is Taiwan and the position that is still very confusing to Trump's management in this regard. Beijing wants a clear new confirmation of Washington's policy of not recognizing the non-Chinese people.
But the tone seems conciliatory here, too. China wants to work with the United States to avoid confrontation, mutual respect and win-win cooperation, said Yang Jiechi, quoted by the New China News Agency after meeting Wednesday with US National Security Adviser John Bolton.
While warnings about the repercussions of a trade war on the global economy have doubled, Trump appeared optimistic in recent days that a deal could be reached on this front with China, while Shi again pledged to achieve greater market opening for imports.[/size]
