    In defiance of US President Donald Trump, the Republican-led Senate on Thursday pushed a largely symbolic legislation opposing its plans for any immediate withdrawal of troops from Syria and Afghanistan. 
    The Senate vote was 68 to 23 in favor of a non-binding amendment drafted by Republican majority leader Mitch McConnell and expressed the Council's view that a staunch organization in both countries remains a "serious threat" to the United States.

    A procedural vote to stop the debate means the amendment will be added to a broader security project on the Middle East likely to be put to a final vote in the Senate next week.

    The amendment recognizes the progress made in confronting al-Qaeda in Syria and Afghanistan, but warns that a "hasty retreat" without effective efforts to secure gains may undermine the region's stability and create a vacuum that could be filled by Iran or Russia.

    He demands that the Trump administration recognize that the requirement of "permanent defeat" has been met by the two organizations before any major withdrawal from Syria or Afghanistan.

    The Senate moved for the second time in two months in which the Republican-dominated Senate backs legislation opposed to Trump's foreign policy, but legislation must become law to change its policies.


    However, the December legislation did not turn into a law for non-voting in the House of Representatives, which was then led by Trump Republicans.

    The possible impact of Thursday's vote is similarly uncertain, especially since McConnell's amendment is not binding, and there is no indication that the broader draft law on Middle East security will be put to a vote if it is put forward.

    Trump decided to withdraw 2,000 US troops from Syria on the grounds that a preacher was no longer a threat, saying on Twitter on Wednesday "we defeated them," and questioned the testimony of National Intelligence Director Dan Coates in front of the Senate on Tuesday, which he said was still a threat.

    Trump said earlier on Thursday he would send US troops home if a peace deal was reached to end the 17-year-old Afghan war.

    A US special envoy said on Monday that the Taliban had outlined a peace deal, but there was no sign the militant group had accepted key US demands.
