    Article (65) of the Constitution, «that is set up legislative council called (the Federation Council) comprising representatives of the regions and governorates that are not organized in a region, and regulates the composition and the terms of its membership and terms of reference, and all related law enacted by a majority of two-thirds of the members of the House of Representatives, while the I talked Article (137) for the postponement of «the provisions of articles concerning the Council of Union wherever they appear in this constitution until the issuance of a decision of the House of Representatives by a majority of two-thirds after its first electoral cycle following the entry into force of this Constitution
