Among the development problems that preoccupy the world today is the issue of the green economy and its practical embodiment due to its significant effects on humans and society in all parts of the globe. However, this type of economy is not limited to an activity in itself, but rather is multi-faceted and diverse in its forms, and its general goal lies in achieving a balance between environmental concerns. Humanitarian and development projects in general, as well as achieving social well-being with the least amount of consumption of natural resources and a limited rate of pollution and environmental damage, as agricultural projects are the most prominent forms of the green economy.
Sustainable development comes through strengthening the foundations of an economy free of excessive consumption of natural resources, the effects of which the environment cannot bear. It aims to improve living conditions for all individuals who are able to engage in clean consumption projects and secure the necessities of life, the first of which is obtaining food, creating job opportunities, and a minimum of income. Standards for heavy production processes that pollute the environment, which is what the Ministry of Agriculture seeks to embody on the ground through a number of measures it announced, such as investment projects that concern youth as one of the paragraphs of the government’s program to raise the level of services provided to large segments of society, including that segment that is most interested in the program because of its benefits. It has positive effects on the stability and security of the country.
It can be said here that the Ministry of Agriculture, by implementing these projects, in addition to supporting full-time agricultural workers, which was completed in three governorates and striving to implement it in all regions of Iraq, is part of the adoption of a clean economy that produces renewable energy. It also aims to maintain the efficiency of water consumption and management and create what is known as green production jobs, which, among other things, This includes agriculture, encouraging its expansion and increasing its crops, and providing great opportunities for agricultural engineers, veterinarians, graduates of agricultural institutes, and all those covered by this law, as well as distributing lands with an area of (50) dunams, the purpose of which is not only to exploit them agriculturally, but also the beneficiaries of them can submit a request to possess them after ten years have passed. In view of what graduates of agricultural colleges and specialized institutes face in the field of work and obtaining employment opportunities, the Ministry decided to support them, remove them from the problem of unemployment, and place them in development projects aimed at preserving the principle of balance in the employment sector and the contributions they must make to strengthen the strength of the national economy in the country. Among the advantages of these are: The procedures also give the agricultural engineer the right to count the full-time period as a job service and include it in retirement. It must be emphasized that the government’s directions in the field of agricultural investment were also to review the purchase prices of wheat crops, give an incentive price to farmers who use modern irrigation techniques, and develop a program that includes continuous work to finalize the draft agricultural investment law, and this in itself is considered the most important gains expected from the public partnership law.
