    It looks to me like the Vice President can assume the post of President in his absence, which means he should be able to ratify international treaties in the absence of the President. They now have a VP in his place until he returns to his post. Isn't that what a VP is for?

    Article 75: Second: The Vice President shall replace the President in case of his absence.
