    Khandan - in the process of a parliamentary committee comprising members of the committees of legal and provinces to put the final touches on the draft law on the formation of the Federation Council, which is, according to the constitution, an integral part of the legislative authority.

    He pointed out that "the bill has a first reading last year but postponed due to the objection recorded by the Federal Court on some of the paragraphs that have been avoided now," and pointed out that "the bill reached the final stages and will be presented for the second reading soon."

    He explained that "Parliament is waiting for the arrival of a copy of the law that must be provided by the government for compliance with the project and unification to prevent challenged because of prior opinion of the Federal Court imposed the laws come from the government."

    He pointed out that "most of those laws that are entitled to the Federation Council revoked those of the provinces and territories," and explained that "the members of the Federation Council will choose from the provinces and will have the power to reject any legislation limiting the powers of the provinces finally approved by the parliament."

    He added that "the Board of Control ensure the rights of regions and governorates that are not organized in a region in the fair participation in the administration of the various federal state institutions, and to provide ideas and projects of the rights relating to the Territories and provinces to the House of Representatives."

    Kayani pointed out that "of the 18 provinces each of which will have four representatives with the exception of the capital, which some people call up their representation, in addition to the demands of the allocation of quota for minorities and women."

    He pointed out that "the members of the Federation Council meet the conditions of Representatives in terms of filtration and provisions and the legal status and immunity," and pointed out that "the current differences concerning ways to choose and composition of the council members."

    And a preliminary draft of the bill, the "powers of the Board set aside some of the laws that it deems inappropriate and thus returned to the council and if Parliament could vote by two-thirds of the members of this law shall take effect, while the Federation Council can not enact laws, but offers suggestions."
