    The President of the Council of Ministers Haider al-Abadi on Thursday rejected the initiative of the Kurdistan Regional Government to freeze the results of the referendum and the cessation of military operations, in order to sit at the dialogue table to resolve differences and outstanding issues between Arbil and Baghdad.

    "The referendum came at a time when we are engaged in a war against Da'ash and after we unite for a good fight, and we warned against it, but without success," Abadi said during a joint official talks with Iran.

    He added that "we did not consider our constitutional procedures to extend the federal authority but a victory for all Iraqis, and our strategy is to subjugate these areas to the authority of the state," saying that "we accept only to cancel the referendum and abide by the Constitution."

    Abadi and his entourage arrived late Wednesday in the Iranian capital of Tehran as part of a regional tour that included Saudi Arabia, Egypt, Jordan and Turkey.

    The top of the file of the referendum of the Kurdistan Region, the schedule of talks and meetings that Abadi will hold with Iranian officials, as both Tehran and Turkey expressed a strong position against the referendum.

    On February 16, Abbadi launched a military campaign against Kirkuk and the disputed areas. Iraqi forces were deployed in most of those areas.

    Kurdish officials say Iraqi forces, and the crowd, which includes mostly armed Shi'ite factions, are still waging military operations against the Kurdistan region.

    The Kurdistan Regional Government decided on Wednesday to freeze the results of the referendum held on September 25 for independence from Iraq in order to start a round of negotiations with the federal government in Baghdad.

    The US State Department on Wednesday welcomed the initiative put forward by the Kurdistan Regional Government to stop military operations and settle disputes and outstanding issues with the federal government in Baghdad.

    "We welcome the statement of the Kurdistan Regional Government (KRG), which announced an immediate cease-fire and a cessation of military operations," the ministry's spokeswoman Heather Neuert wrote on social networking sites Twitter.
