    [rtl]The privatization of electricity has become a dilemma felt by the residents of the provinces and was met with admissibility by the sons of the capital Baghdad. 
    The reason for this disparity in rejection and acceptance is due to the inherited consumer culture. The most important reason is the lack of clarity of the economic approach in the country, where people are accustomed to some of the advantages of the totalitarian system, including access to semi-free services; but the electricity bill was paid according to specific mechanisms. 
    But the problem that emerged after the stage of change, which came with the concepts of transition to a market economy, was that it lacked an awareness program to accustom citizens to accept the effects of the shock of change from the totalitarian system to the free economy, which is based on providing the service for a price that is more expensive and more sustainable.
    This is reflected in the continuous columns published here in the economic "morning" and since the stage of change, but mixed papers and concepts and overlapped new laws in support of the transition and the intersection with the old laws and the window so far, allowing the opportunity to detail the application of laws in accordance with the wishes of departments. 
    We have called for the need for the Ministry of Electricity to launch an awareness campaign through the presentation of the advantages of privatization, especially in the areas covered by Baghdad, where it enjoys the majority of residents of neighborhoods, which included the blessing of the continuation of electricity over the 24 hours at half the cost was paid to the owners of generators with golden times - as defined by generators - in addition to national electricity costs.
    This experience, which succeeded in Baghdad needs to be completed because it was implemented in a few neighborhoods of Baghdad and if completed in the whole of Baghdad, then it will facilitate the transfer to the provinces after success and demonstrate its advantages through awareness campaigns that accompany this experience. 
    Moreover, the problem of applying privatization is known and known. The Prime Minister has discussed an important aspect related to cases of corruption that hinder privatization and its response by some beneficiaries. It is true that this is one of the causes of the problem, but there are other reasons for it, especially those related to consumer awareness, Reliance on the state in the provision of free services and that this is contrary to the potential of the current state because of the decline in the country's oil revenues, the main supplier of funding for the budget, which means that the index of transition from the stage of inclusive culture to the culture of free economy is still ineffective and need to be  
    activated.
    What is required to accept privatization is to address the causes of disability, in particular to maintain an appropriate pricing that does not pressure the family budget and not allow the investing companies to impose additional commissions outside the processing service while monitoring the continuity of processing.[/rtl]
