    The Parliamentary Finance Committee confirmed, on Wednesday, that any change in the paragraphs of the federal budget will allow for amending the items that have proven to be ineffective.


    Committee member, MP Hussein Mounes, said, “Submitting the first reading of the draft law amending the federal budget that was approved for the years 2023, 2024 and 2025 will contribute to amending the paragraphs and items that were shown to be ineffective.”

    He added, "The amendment requires a deeper study, because it will lead to changing the financial schedules, which may cause an increase in the deficit on the one hand and a decrease on the other."

    Mounes pointed out that the House of Representatives' agenda includes discussing the first reading of the draft first amendment to the federal budget for fiscal years 2023, 2024 and 2025, submitted by the Parliamentary Finance Committee.

    For its part, the Finance Committee of the Iraqi Council of Representatives discussed, yesterday, Tuesday, the draft law amending the first law of the Federal General Budget Law for the fiscal years (2023-2024-2025) No. (13) of 2023.

    The head of the committee, Atwan Al-Atwani, stressed the importance of discussing the relevant laws and referring some of them to the Council Presidency for a second reading, stressing the need to form a body to estimate and monitor the distribution of revenues to achieve sustainable development.

    The committee discussed the materials related to the mechanisms for exporting oil in the Kurdistan Region and monitoring production costs, stressing the importance of collecting accurate data in numbers and tables to ensure an adjustment that meets the needs.

    It also discussed the proposed first amendment to the Law of the General Authority for Monitoring the Allocation of Federal Imports No. (55) of 2017.

    It is noteworthy that the Iraqi Parliament approved last June the three-year budget law with a total value of 197.8 trillion Iraqi dinars for the year 2023, with a deficit of 64.36 trillion dinars.

    The government has allowed for the amendment of some articles of the law, including the amendment of Article (12/Second/C), which was approved by the Council of Ministers and referred to Parliament for discussion.
