    "The investment contract was signed in April 2009 between the General Company for North Fertilizers and the Immigration Company for Trade, which in turn transferred the rights and obligations to the First International Company under the Companies Law No. 21 of the year 1996, indicating that the obligations of the investor under the contract include the rehabilitation and modernization and development of production lines, machinery, equipment, machinery and services in a manner that achieves the design capacity during the period specified in accordance with the operational plan of operation and management and operation of the plant administrative, technical and service with the processing and transfer of materials As well as the operation of all workers in the lab and pay their salaries and allowances and training according to competence.
     
    He added that the duration of the contract was 15 years and was extended by the amount of delay caused in the case of the apparent defects during the qualification period. In addition, the contract required the investor to equip the General Company for Fertilizers with 38.5% of the production capacity to be achieved in the first stage and at the production capacity of 525 thousand Tonnes of nitrogen fertilizers. If an agreement is reached between the two parties when the maximum energy is achieved, the share of the General Fertilizer Company from production will be "38.5% + 15%" of the difference between maximum energy and design energy.
     
    Al-Sudani added that the terms of the investment contract were formulated in an insidious manner without saving the company's rights and carrying the General Company for Fertilizers losses and damage to the company invested as a result of the gas cut, despite the fact that the interruption outside the ministry's will and no time limit to address the apparent defects, In case of violating the terms of the contract in addition to bearing the General Company for Northern Fertilizers pay salaries for six months, although not in the investment file as well as not provide the investor letters of guarantee.
     
    He pointed out that the company stopped production for the period from 1/4 to 1/6/2013 due to maintenance work and remained suspended after this date because of the interruption of the gas supply to the existence of dues on the company for the account of the pipeline company amounted to 21 billion dinars and remained stalled because of the seizure gangs Daash in the middle April 2014 to October 21, 2015 and is still not operational at present.
     
    Al-Sudani stressed that after reviewing and auditing the investment and participation contracts concluded by the Ministry during the previous years within the reform plans adopted by it and carrying out the necessary investigations by the Office of the Inspector-General on violations in the investment contract concluded between the General Company for Northern Fertilizers and the First International Investor Company The right to obtain their rights from the invested company and the waste of those rights in the judicial decision issued in its favor and acquired the determinative degree in addition to recording the inaccuracy in the calculation of the debts incurred by the company invested Causing a waste of money.
     
    He pointed out that the investor has already filed a lawsuit in the courts to claim his entitlements incurred by the company and has received a court ruling for 110 billion dinars of these receivables.
     
    Al-Sudani said that immediately the General Company for Northern Fertilizers disbursed the first installment of these receivables amounting to 4 billion dinars based on the judgment handed down and after the diagnosis of cases of fraud and corruption suspicions in the investment contract, he issued an order to stop the disbursement of the first batch and refer the whole subject to the Office of the Inspector General of the Ministry And the Integrity Commission for the purpose of auditing and conducting the necessary investigations.
     
    He pointed out that the investigations and audit procedures that have been proved to be a process of manipulation and suspicions of corruption and complicity between the two companies, where the investigation reached the calculation of the amount of "418" billion dinars as the entitlements to the General Company for the northern fertilizer by the investor, stressing at the same time that the audit procedures and audit of the investment contract concluded between The General Company for the Production of Northern Fertilizers and the International Investor Company prevented the manipulation and waste of public funds and the referral of those implicated under the arrest warrants and seizure of funds issued against the investor Suhaib Mohammed Abdullah Al-Ani and Chairman and members of the Board of Directors General KE Northern Fertilizers.
     
    He stressed that the ministry is continuing its plans and corrective and corrective measures to detect cases of corruption in previous contracts and work to cancel these contracts and refer the spoilers to the judiciary and the establishment of clear and transparent controls when the conclusion of new contracts to reduce the waste of public funds and fight corruption and spoilers.
