    The US administration has expressed concern that the "Pacific Partnership Agreement" could be revived at a time when Japan seems determined to continue to ratify the agreement among the remaining 11 members despite Washington's withdrawal.
     
    The Pacific Partnership Agreement provided that it could be ratified despite the withdrawal of members from the signatory states, provided that the remaining members did not fall below six, and the gross domestic product of their economies accounted for 85 per cent of the total output on the day of signature.
     
    The United States Congress did not ratify the agreement, and it was not expected in a two-year period, as stated. Then President Donald Trump announced his country's withdrawal from it as a mercy bullet. The United States accounted for more than 50 percent of the total GDP of the 12 members. Experts total their economies worth 40 percent of the world economy.
     
    The reason for the race between America and Japan is the disparity in the interests of both countries. The interest of the United States, whose GDP accounts for a quarter of the global economy, requires free bilateral trade agreements with countries. America has an unprecedented advantage in bilateral negotiations because of its size. A government may engage in bilateral talks with it.
     
    Japan, whose economy accounts for 6 percent of the world economy, needs to engage in agreements with international economic blocs, giving Tokyo a broader margin of maneuver in any bilateral negotiations, such as those expected with Washington. Japan has an interest in engaging in international economic blocs that allow it to face the expansion of the Chinese model, which is based on economic size, population and military strength, while respecting the laws of intellectual protection. While Japan seeks to protect patents of global inventions and the observance of international laws, in a way that protects the interests of Japan's global technological progress.
