     Total Quality An administrative approach for companies and institutions with all their activities, objectives, values ​​and quality. An ancient system that has been mentioned in many ancient civilizations. Laws have started according to certain formulas that lead to high quality of business performance. 
    The aim of the quality is to ensure production at a level conforming to the specifications and standards adopted by the competent authorities, which is a management philosophy and a new management style for any institution to enhance its reputation in all sectors and fields of work and qualify it to enter and the ability to compete globally in terms of quality, cost, flexibility and creativity. 
    Therefore, legal responsibility for services and products is guaranteed to the community and has many benefits and countless advantages. Improving quality reduces costs, increases sales and protects consumers from commercial and industrial fraud.
    And any costs borne by companies to improve the quality of services and products are justified costs to upgrade the level of services and products, which leads to increased profits and low level of defects in production and services to a high degree of satisfaction of employees and consumers. 
    The overall quality is aimed at planning, organizing, leading and motivating supervision to continuously develop business according to its activities. It is the responsibility of all the employees of the organization. It encourages teamwork, excellence, data analysis and comparisons. 
    There are international awards awarded by 14 leading companies that aim at honoring achievements in the field of quality and assisting and achieving companies to contribute effectively to quality improvement, including the European Quality Award, King Abdullah II in Jordan and the King Abdulaziz Quality Award.
    One of the pioneers of quality is E. Deming, who contributed greatly to the development of the principles of statistical quality. His role was distinct in improving America's availability. 
    Joseph Goran, the author of the philosophy of management, Philip Crosby, owner of the philosophy of prevention of defects, Armand Feigenbaum, the philosophy of comprehensive control of quality and many of the pioneers who contributed to the development of philosophy and standards of 
     quality management . 
    We conclude from the above that the implementation of TQM currently in private and public companies and institutions is not a luxury, but rather a necessity for the promotion of services and the promotion of a high level of competitiveness and profitability to generate positive and comprehensive impact on the development of institutions and societies in a prosperous and secure manner.[/rtl]
