    Shafaq News / Media sources reported Tuesday that differences between the international envoy to Syria, Stefan de Mistura, Russia and Turkey, regarding the Sochi conference committees on Syria. Led to a stumbling block. 
    The conference was postponed from Monday to Tuesday, amid a boycott by the Syrian opposition, represented by the supreme body of negotiations, and the withdrawal of military factions. 
    The delegation of the armed factions (active in northern Syria) withdrew today from participating in the conference and returning to Turkey. 
    For its part, there was disagreement over the request of the military opposition to put the "Syrian flag of the revolution" (3 stars instead of 2), with the knowledge of the regime, but none of this happened. 
    Some of the participating Syrian delegations (such as Moscow and Cairo and other so-called "internal opposition") came to Russia. 
    Committee for the Preparation of a Syrian Constitution
    It seems that the task of the attendees will be limited to the formation of a committee to prepare a new Syrian constitution under the auspices of the United Nations, to be presented after the completion of all the Syrian parties, in addition to a set of recommendations similar to much of what the previous conferences on Syria. 
    The Russian president's special envoy to Syria, Alexander Lavrentyev, who heads his country's delegation to the conference, confirmed Monday that the final documents of the conference will be submitted to the United Nations for the development of the Geneva process. The most important of which is a constitutional committee that can draft a new constitution for the country.
    For his part, the Russian Interfax news agency said on the official documents that the UN envoy for Syria, Stefan de Mistura, will head the constitution preparation committee to be under the auspices of the United Nations, whose efforts failed to make any significant progress on the Constitution during the rounds of Geneva and Vienna.
