    A government directive angered the replacement of the current Nineveh police chief with another from the province of Salah al-Din political and official circles in the province of Nineveh, which was surprised by the reasons for the change and timing. 
    The change came five months after the liberation of Nineveh from the grip of Dahesh, and near the date of the elections, which require new procedures, including the removal of crowds on the security file on the terms approved by parliament. 
    During the tenure of the current police chief Brigadier General Wathiq al-Hamdani, the position, according to sources from the province, has not been proven close to the tribal crowds of more than 30 factions, and did not record any apparent failure in his work.
    More than two years after the receipt of al-Hamdani position, but some sources confirm that the suspicions of corruption was about the latter, but did not prove formally. Apparently, the main reason why Nineveh refused to replace the police chief was to choose a military figure from Salahuddin province who was relieved of his post three years ago for reasons related to his failure to work.

    The disappearance of al-Hamdani 
    Last Monday, the Nineveh Provincial Council, rejected the replacement of police chief Brigadier General al-Hamdani, said President of the Council Bashar al-Kiki at a press conference held by the province, the Council and the province categorically refuse to change the police chief. 
    Al-Hamdani took office before the liberation of Mosul in 2016. The replacement came from Major General Bahaa al-Azzawi, who was transferred to Baghdad, and leaked information that he would take over the task of the Federal Police Command succeeding Raed Jawdat. 
    Suddenly, verbal orders were received from the Office of the Commander-in-Chief to replace Hamdani with a new police commander, without knowing the reasons behind the decision. 
    Two days ago, the police chief's phone was closed, a member of the security committee of the provincial council said. It was not known whether Hamdani was continuing his work or was transferred to another location.
    "The decision was a surprise to all," said a member of the committee, who asked not to be named, in a statement to Al-Mada yesterday. "There were no previous indications of the imminent change of Hamdani." 
    The police chief witnessed the liberation of all the cities of Nineveh, until the liberation of the whole province in August, after 10 months of fighting. 
    "Al-Hamdani was suspected of corruption during his tenure in the food supply to the police," the local official said. 
    The Security Committee in the Nineveh Council decided at the time to form a mini-committee to investigate the issue of feeding the police and follow-up supplier. 
    Indeed, members of the committee conducted field meetings of the police in the south and west of the province, to find out the existence of agreements in millions of dinars for thefts in food.
    The committee official said: "Suddenly the committee was canceled for unknown reasons, and the investigations went unheeded," noting that what is taken on the police chief in those suspicions that "was silent about what is happening, which reinforced the suspicion that he was involved or agree to those transactions Suspicious ". 
    Al-Hamdani, supported by the Renaissance bloc that formed the Nineveh government in 2013, was divided into two blocs last year, one with governor Nawfal al-Akboub, and another with the rest of the bloc's members.

    Acting leaders and al- 
    Hamdani, like most district directors in Nineveh, were appointed by the federal government, and the provincial council failed at the end of its electoral cycle to appoint any director as an original. 
    "The security committee and the provincial council are working to stabilize the police chief and we hear from time to time about making changes," Kiki said at his recent conference on changing the police chief. 
    "The security chief in Nineveh is good and we do not accept any changes that go on for any director without coordination," he added. 
    The biggest question marks the federal government's decision to replace the police chief with news that General Hamad al-Nams has been appointed as an alternative to al-Hamdani.
    Al-Namas is a military figure from Salahuddin, who was the police chief there, and was relieved of his post four months after the liberation of Tikrit in July 2015 for reasons of negative indicators of his work, according to deputies from Nineveh. 
    Al-Namas's exemption came as part of a decision by the Ministry of Defense to appoint a number of commanders and officers for 15 positions after the replacement and exemption of 35 senior commanders. 
    In turn, was surprised by Hassan al-Sabawi, a member of the Nineveh Provincial Council in connection with the (range) yesterday, the appointment of Nams, especially, he says, "Mosul is full of military figures known capabilities to take office." 
    During his tenure in Salahuddin, Al-Namas survived two suicide bombings in two car bombs in October 2014 that he targeted with several security forces heading to Baiji. 
    Major General Nams assumed his post during the Da'ash takeover of most of Salahuddin cities in June 2014.

    Keep the crowd 
    These developments come at a time when political forces are preparing to contest parliamentary elections, supposed to take place next May, despite the request of Nineveh to postpone local elections at least six months. 
    Al-Sabawi denies the knowledge of the provincial council because of al-Hamdani's change at this time and whether it has anything to do with the upcoming elections, but confirms that al-Hamdani did not prove his lack of work. 
    The recent electoral law, which began at the end of last January, stipulated that the government provide the appropriate atmosphere for the elections, including preventing any role for the crowds. 
    Tribal crowds in Nineveh participated early in the military operations to expel a thief, and gradually the numbers of those armed factions rose to more than 30 formations.
    A week ago, the Nineveh Operations Command denied a pullout from Mosul, according to press reports. 
    The leadership said at the time that Prime Minister Haider Abadi handed over the security file in the city to the local police. 
    Al-Sabawi denies talking about the change of police chief because of the lack of support for tribal crowds. "If it were to do so, it would be better to replace the operations commander, because he is responsible for the crowd issue," he said.
