The Iraqi Ministry of Foreign Affairs is one of the oldest governmental institutions in the country, boasting a diplomatic career spanning a hundred years, during which it witnessed major transformations at the regional and international levels.
Since its establishment in 1924, the Ministry has been at the forefront of efforts to strengthen Iraq’s sovereignty and protect its interests, which has led it to play an important role in various political and economic forums on the global stage.
Today, the Iraqi Ministry of Foreign Affairs celebrates its centenary, looking back on its journey full of achievements and challenges that shaped the map of Iraq’s foreign relations, and continues to strive to enhance its effective role on the international scene.
“Since the establishment of the Ministry of Foreign Affairs in 1924, Iraqi diplomacy has played an important role in preserving national sovereignty and achieving Iraq’s supreme interests,” said Hisham Al-Alawi, Undersecretary of the Ministry of Foreign Affairs for Political Planning Affairs. “In the beginning, Iraq’s southern borders were demarcated through the Muhammarah Treaty in 1922, and diplomatic representation was exchanged with Arab and foreign countries, in addition to opening Iraqi consulates in neighboring countries. That period also witnessed the establishment of diplomatic relations with countries such as Iran, Turkey, Egypt, and Britain.”
The most prominent achievements in the history of Iraqi diplomacy
He added, "The Iraqi Ministry of Foreign Affairs is proud of a number of prominent achievements that have distinguished the course of Iraqi diplomacy over the course of a whole century. Among the most important of these achievements was Iraq's role in supporting the establishment of the League of Arab States, and its accession to the countries that signed the declaration establishing the United Nations in 1945."
He continued, “In the years following 2003, the ministry was able to pull Iraq out of the international isolation imposed by the policies of the former regime, and to restore its position in the United Nations and other important international organizations. In addition, the ministry succeeded in making intensive diplomatic efforts to lift the sanctions imposed on Iraq, and to expand the network of bilateral relations with major countries.”
Ministry plans to enhance Iraq's role
He pointed out that, "according to the strategy of the Iraqi Ministry of Foreign Affairs for the years 2023-2026 and its government program for the period 2023-2025, the ministry seeks to strengthen bilateral relations with neighboring, Arab and other countries, on the basis of mutual respect and common interests. The ministry also aims to activate Iraq's role in regional and international organizations with the aim of preserving international security and peace."
He added: “Within the framework of these efforts, the ministry is working to enhance cooperation in the fields of economy and trade, and encourage investment in Iraq, in light of the security and economic stability that the country is witnessing.”
Diplomatic successes on the international and regional scene
He pointed out that “one of the prominent indicators of Iraq’s growing role in the international arena is its election to chair the Group of 77 and China at the United Nations, in addition to Iraq hosting the 43rd Arab Summit in Baghdad next year. Iraq also won membership in the UNESCO Executive Council (session 2023-2027) and obtained membership in the United Nations Commission on International Trade Law (2022-2028),” explaining that “these successes reflect Iraq’s position in the international community and enhance its leadership role in regional and international issues.”
Strategic relations with major powers and neighboring countries
He explained that "the Iraqi Ministry of Foreign Affairs enjoys strategic relations with the permanent members of the UN Security Council, such as the United States, the Russian Federation, the United Kingdom, China and France, and maintains strong and distinguished relations with major and industrial countries, in addition to strengthening its relations with neighboring Arab and non-Arab countries."
Investing in the historical legacy of Iraqi diplomacy
He pointed out that “Iraq’s investment in the historical legacy of its diplomacy depends primarily on understanding the importance of its geostrategic location, especially in light of the increasing challenges at the regional and international levels. Despite the crises facing the region, Iraq benefits from its balanced relations with various countries, and is working to build new relations based on strategic partnership, in line with its national interests and future goals.”
Iraq's role in promoting peace
Al-Alawi stressed that “Iraq has become an active and influential party at the regional and international levels in many arrangements, conferences and platforms with a political dimension, which aim to solve the problems and issues of the countries of the region and enhance regional stability, by proposing cooperative initiatives and bringing the viewpoints of the conflicting parties closer together, as represented in its sponsorship of the first rounds of meetings between the Saudi and Iranian delegations in Baghdad, given its strategic relations with both the Iranian and Saudi parties, and its belief in the importance of ending the differences and estrangement between the two Muslim countries and moving towards regional stability and enhancing it through development and economic integration.”
The future of Iraqi diplomacy
He explained that "the Ministry of Foreign Affairs believes that the future of Iraqi diplomacy holds positive prospects, as Iraq is expected to continue developing balanced diplomatic relations based on common interests with various countries."
He stressed that "the ministry adheres to the principle of neutrality and works to resolve conflicts through peaceful dialogue, without siding with any axis at the expense of the other. This approach is in line with Iraq's foreign policy, which is based on the principles and values contained in the Iraqi Constitution of 2005."
