If the plan 13-17 was born under conditions that are less complex, they are highly complex, especially the low oil prices and the lack of alternative economic sources, and the emergence of a "dire" and the consequences of serious spread of what is known as emergency poverty as the levels of poverty rose overnight at large rates . In less than a year, the national poverty index rose from 15 percent to about 23 percent and from 20 percent to 41 percent in the provinces that have been subjected to the occupation of the terrorist "da'ash". These conditions have hindered the development plan and prevented its stated development goals from being achieved. The expected challenges of the new plan 18-22 can be met by making it flexible and able to identify with challenges and respond to risks and thus achieve its desired objectives by stimulating productive sectors such as industry and agriculture and focusing on policies to improve asset management that promotes infrastructure activities such as water, sewerage, electricity, construction, transport, communications, Etc., and to channel investments sectorally and spatially according to the criteria of comparative advantage based on integration in development decision-making and implementation between different levels of management and the private sector, Oil to build a base for economic diversification. The challenges are many and great, foremost of which is the security challenge. Despite the fact that Iraq is turning to the dark page of "Da'ash" with all its pains and pains, there are still significant challenges to the development plan. Another challenge is the limited or limited financial resources. If we exceed the security and financial challenges, considering that the state has become stronger and is able to impose its authority and to face any security challenge, and oil prices will see an improvement in prices over the next five years, as it is expected that the price of a barrel will range between 70-80 dollars in the global market This gives us some sense of urgency in achieving the five-year plan. There are other challenges, including: the file of the displaced, the weakness of the policies against the phenomenon of dumping goods, the continued high rates of consumer spending, the disparity in the distribution of incomes at the expense of decline and small investment spending, and a sharp disparity in spatial development throughout the country ..
