    Philippine President Rodrigo Duterti on Monday sought to allay concerns over China's construction of military bases on industrial islands in the South China Sea, saying the bases were built to provide defenses against America and not to confront neighboring countries.
    Duterti blamed former governments for not strengthening the country's defenses in the Spratly archipelago as China began to build its industrial islands and turn them into military bases.
    "We did not do anything," Duterti said in a speech to a group of Chinese and Filipino businessmen.
    "We are not targeted by the competing ideological forces in the world or the geopolitical scene has changed a lot, it is actually targeted by what China believes it will destroy, namely America."
    China demands sovereignty over the entire South China Sea, a strategic waterway through which goods worth three trillion dollars a year pass through.
    Washington has criticized the construction of Chinese military facilities on the islands and is concerned about their use to restrict the freedom of navigation in the commercial corridor.
    China and the Philippines have long disagreed over the South China Sea, but relations have improved dramatically in the era of Duterti, who is pleading with Beijing in the hope of attracting investment.
