    [ltr]Prime Minister Haider al-Abbadi issued an order to adjust the situation of the popular crowd fighters, which read:[/ltr]

    [ltr]"Recitation and pride in the fatwa of the Islamic Jihad, which was launched by the supreme religious authority represented by Sayyed Ali al-Sistani, in his Friday sermon, 14 Sha'aban 1435 AH, corresponding to June 13, 2014. According to the provisions of article 11 / Of 2016 and Diwani Decree (91) for the year 2016, we decided to issue the following regulations:[/ltr]


    [ltr]Article (1) The following terms shall have the meanings assigned to each of them:[/ltr]

    [ltr]First: The Commission: the popular crowd[/ltr]

    [ltr]Second: Chairman of the popular crowd: the Supreme Chairman of the Authority.[/ltr]

    [ltr]Third: The combatant: The person who has the rights of the career rank equivalent to the ranks of officers of the rank of lieutenant and above, which enables him to perform duties and exercise the powers approved by the laws in force and the Council of Ministers Resolution No. 177 of 2010.[/ltr]

    [ltr]Fourth: Volunteer: The person who has the rights of the career rank equivalent to the ranks of rank from the rank of soldier to the rank of deputy officer excellent degree, which enables him to perform duties and exercise the powers approved by the laws in force and the Council of Ministers Resolution No. (177)[/ltr]

    [ltr]Article 2: First: The organizational structure of the Authority shall be at the following addresses:[/ltr]

    [ltr]A- Vice-Chairmen of the Commission.[/ltr]

    [ltr]B. Area leaders.[/ltr]

    [ltr]C - Amro Formations.[/ltr]

    [ltr](D) Commanders of combat forces.[/ltr]

    [ltr]E. Amro fighting groups.[/ltr]

    [ltr]And - Commanders of combat detachments.[/ltr]

    [ltr]G. Commanders of combat sub-units.[/ltr]

    [ltr](H) Volunteers, civil servants and religious informants.[/ltr]

    [ltr]Second, the positions of the titles referred to in Article 2 shall be determined first by the adoption of a distinctive color plate indicating the position and attached to the right side of the chest and specified in colors and forms by the Chairman of the Commission and with the approval of the Commander-in-Chief of the Armed Forces.[/ltr]

    [ltr]A - The members of the popular mobilization body shall be accommodated in accordance with the headings mentioned in Article 2 - first in the positions occupied by them in accordance with the organizational structure and the transfer of those who are entitled to retirement according to the laws in force.[/ltr]

    [ltr]B - The staff of the Commission shall be installed by order of my order issued by the Commander-in-Chief of the Armed Forces and shall exempt the fighters who participated in the fighting for at least one year of legal conditions and controls.[/ltr]
    [ltr]Fourth: The volunteer accepts the service in the form of popular mobilization according to the following conditions:[/ltr]

    [ltr]A - To be Iraqi.[/ltr]

    [ltr]B - The volunteer is not less than (18) years (eighteen years) and not more than (25) years (twenty-five years) of the volunteer in the technical and not more than (30) years (thirty years) of the volunteer in other categories.[/ltr]

    [ltr]C) To have good morals and good reputation and conduct.[/ltr]

    [ltr]D - To be satisfied with the conditions of fitness and health safety.[/ltr]

    [ltr](E) Is not sentenced to a felony or a misdemeanor that violates honor, terrorism crimes or crimes against the internal and external security of the State.[/ltr]

    [ltr]And (f) have at least a primary school certificate.[/ltr]

    [ltr]Article (3): Those who do not meet the conditions of the fighter and the volunteer shall be accommodated within the civil cadres of the Popular Mobilization Authority. The Civil Service Law No. 24 of 1960 (Amended), the State and Public Employees Law No. 22 of 2008, State No. 14 of 1991 (amended).[/ltr]

    [ltr]Article (4) First: The volunteer fighters shall be promoted in accordance with the provisions of the Military Service and Retirement Law No. (3) of 2010 (amended).[/ltr]

    [ltr]Second: The members of the popular mobilization body mentioned in Article (1) shall be granted their financial benefits as their counterparts in the Ministry of Defense and in accordance with the laws in force.[/ltr]

    [ltr]Third: The popular crowd shall be accepted in the colleges and military institutes in accordance with the regulations adopted in these colleges and determine the percentage of admissions in coordination with the Ministry of Defense and according to the needs of the Commission.[/ltr]

    [ltr]Fourthly, a person who holds the post of formation and above is required to be a graduate of the courses of the College of Command or the Staff College of the Ministry of Defense. The positions of these officials shall be with the approval of the Commander-in-Chief of the Armed Forces and he shall have the right to exempt those who do not meet the above conditions. Of the Chairman.[/ltr]

    [ltr]Article 5 - First: The Prime Minister may delegate to the President of the Commission a number of powers necessary to accomplish the tasks of the Commission and in a manner not inconsistent with the law.[/ltr]

    [ltr]Second: The Chairman of the Commission may delegate some of his powers mentioned in the law to his deputies or any one other than the exclusive powers and according to the military laws in force.[/ltr]

    [ltr]Third: The Chairman of the Commission may issue additional supplementary regulations to facilitate the implementation of the provisions of the laws in force after obtaining the approval of the Commander-in-Chief of the Armed Forces, in a manner not inconsistent with the law.[/ltr]

    [ltr]Article (6) The provisions of the Military Service and Retirement Law No. (3) of 2010 Amended and the Military Penal Code No. (19) of 2007 and the Law of Military Criminal Procedure No. 22 of 2016 and the Civil Service Law No. (24) of 1960 (amended) (9) for the year 2014 and the Law of the salaries of State employees and the public sector No. (22) for the year 2008 amended, while no special provision is included in these regulations.[/ltr]

    [ltr]Article 7: These regulations shall be implemented from the date of issue.[/ltr]
