EU leaders reached an agreement on the issue of illegal immigration after 10 hours of marathon talks in Brussels.
The main items of the agreement were "the establishment of closed shelters on a voluntary basis [without specifying which countries to host them], who will be eligible for asylum and who will return to their country."
