    Iraq is a founding member of the Organization of the Petroleum Exporting Countries (OPEC) and is ready to reach an understanding on reviewing the distribution of the Organization's production level, said Minister of Oil Thamer Ghadhban.
    "Our role will be positive, responsible and effective, and what happened in the last two months of falling oil prices is not in Iraq's favor or in favor of the producing countries," Ghadhban told a news conference on the sidelines of an OPEC meeting in Vienna on Thursday. 
    "What happened could at the same time lead to market instability even for consuming countries," he said. 
    "We are concerned about the stability of the market, and the resolution is not individual and not related to a particular state, but is done by consensus and consensus, and we hope everyone to correct their positions in these circumstances, and be at the level of responsibility to reach an agreement that takes into account the interest of all." 
    He also stressed that "if the general trend is to reconsider the distribution of the level of production of OPEC as a whole, we are ready for understanding."
    OPEC, through 2017 and 2018, decided to cut production, in agreement with independent producers, notably Russia, to counter the price deterioration, in a plan to be completed by the end of this year. 
    Members of the Organization of Petroleum Exporting Countries (OPEC) were unable to reach a final agreement on production cuts in Vienna on Thursday, while the Russian energy minister returned home to consult with President Vladimir Putin. 
    It is noteworthy that Qatar announced this week its intention to withdraw from OPEC next month

    Oil Minister Thamir al-Ghadhban expressed confidence in the possibility of reaching agreement on oil production between the Organization of the Petroleum Exporting Countries (OPEC) and producers from outside the organization.

    "They are still in the process of discussing within OPEC, and will start discussions with producers from outside the organization, expressing confidence in the possibility of reaching an agreement," Ghadhban said in a press statement. 
    "He will participate in the OPEC meeting scheduled for later in the day, Friday, for the reduction of oil production in the first half of 2019, without specifying the size of this reduction." 
    International oil prices fell late on Thursday, with cautious sentiment as European and Asian financial markets plummeted ahead of a meeting of major crude exporters in the world.

    Oil Minister Thamer Ghadhban expressed confidence in the possibility of reaching agreement on oil production in the "OPEC". 

    "We are still discussing each other, and Friday we will discuss with our non-OPEC partners, and I am confident that the agreement can be reached," Ghadban told Russian news agency Sputnik. 

    Al-Ghadhban confirmed his participation in the OPEC meeting on Friday morning, saying: "Of course I will participate."
    The meeting of the Ministerial Follow-up Committee in Vienna , on 5 December, recommended a reduction in oil production in the first half of 2019, but to date no specific reduction has been identified. 

    The issue was discussed at a conference of the Organization of Petroleum Exporting Countries on December 6 and will be followed by a ministerial meeting of the 25 countries participating in the OPEC + agreement. 

    International oil prices fell on Thursday morning, with cautious sentiment as European and Asian financial markets fell in anticipation of the meeting of the world's top crude exporters.
