Government specialists and parliamentarians recommend reversing the decision to expel the Americans after an enlightening session

Special experts from the Iraqi government and members of parliament recommended, in a special session (Sputnik) that got its details, to cancel the decision to remove the American forces, in order to avoid the catastrophic results that destroy Iraq.
Jamal Cougar, a member of the Kurdistan Islamic Union bloc in Parliament, spoke in an interview with him (Sputnik) correspondent about the full repercussions of the decision that deputies voted to expel the American and foreign forces involved in the international coalition against terrorism. Kojo, a member of the Parliamentary Finance Committee, stated that Iraq’s retreat from the decision to withdraw US forces is up to the deputies who voted in the Parliament’s session held on the fifth of this month.
He added that "those who voted on the decision are the Shiite representatives, and the speaker of parliament, Muhammad al-Halbousi, said it openly that this decision is Shiite, and if their intention is to back down and they have the argument for backing down, then there are mechanisms for re-voting."
Kojo asserts that there is no obligation for the government with the decision that the House of Representatives voted on, because the House’s decisions are not binding, not compulsory, and they are a recommendation to the government. Cougar says, the Iraqi government has two wills from the members ’vote to withdraw American forces, the first of which is the decision taken under pressure from certain sides, and the second is based on emotional and psychological motives. The country does not have emotions but rather interests and decisions must be studied accordingly, for example Russia, when its ambassador to Turkey was assassinated, did not take quick measures.
He added, such positions should have been invested to get the most interests, but because the will is totally absent in this country, so its will and its decision are not in its hand and its steps are dictated to it and what was done from going to the embassy and voting to withdraw the forces, for that time now that the ball In the cabinet stadium, and they can study it.
Cougar revealed a session held by the Parliamentary Finance Committee, with the stakeholders, who are figures from the Central Bank, the Financial Supervision Bureau and the Ministry of Finance, and their recommendations were that the results would be disastrous if the decision to expel the American forces was resorted to.
Cougar explains that the decision is to expel American forces, not to withdraw, because the withdrawal takes place if it is with the approval of the United States of America, and is convinced, as happened in 2011, but the decision that the deputies voted on is considered expulsion because without sitting with these forces, and negotiating with them about The withdrawal mechanism, and its timing from where to start, asking: Does the withdrawal mean expelling an embassy? The embassy is not a military force until its expulsion is claimed, and all foreign forces. And I complete, it was a session of the Finance Committee, and let us say “enlightening” because we are concerned with enlightening the deputies, the political blocs with the results of every step we take, and any law that entails financial burdens or obligations, because the Council has its own opinion, and this is a very sensitive decision.
Cougar added that the Finance Committee held the session to enlighten the blocs with the results of the decision to expel the Americans and its secretions, as follows:
The first result: that the 2020 budget has a deficit of at least between (45-40) billion dollars, and one of the most important sources of filling this deficit is international loans, and if the decision to expel American forces is applied, Iraq will not be able to obtain these loans. Second: that Iraqi oil is sold in dollars, and our money goes to the US Federal Reserve, which will create a problem in Iraq for the commission and the dollar, in addition to that the American bank may book the receipts just as Donald Trump threatened the President of the United States of America.
Cougar notes that Iraq is unable to withdraw or transfer its funds deposited into the US Federal Reserve, which are frozen.
And thirdly: if America does not supply Iraq with the dollar, then the Iraqi state does not have an alternative currency, so the local currency, the dinar, will be struck, because even the country with which the Iraqi delegation held deals, namely China, was not concluded in the Chinese yuan, but in dollars, so the state will face a problem to find Another currency, such as the euro.
Cougar continued, that the fourth result of the withdrawal of American forces and the imposition of sanctions by its government on Iraq will strike the Iraqi economy, because Iraq is a rentier state that relies entirely on oil, and foreign companies operating in the oil sector are mostly American, British, and other European companies, some of which are Chinese and Russian. .
Cougar drew attention, but the major foreign oil companies operating in Iraq are American, and if the United States resorted to imposing sanctions, it will affect these companies, and look at Iran how many European companies withdrew contracts from them for fear of hitting their investments in other countries, therefore because the population In Iraq 33 million people, the share of these companies from the resources of this country may be a small percentage compared to the rest of the world, and therefore it is not ready to enter into a conflict with America for very narrow interests, and it is also not guaranteed because the Iraqi political situation did not give confidence that its interests will remain , And continuous.
The fifth result of the repercussions of expelling the American forces is the flight of internal and external capital, by the inability of citizens and merchants to withdraw the money in Iraqi banks, and the foreign investor cannot come to a country that is controlled by militias, striking embassies, companies, and military bases with missiles. In broad daylight, the deputy said.
Cougar pointed out that the sixth result is that Iraq will no longer have air cover, in addition to arming Iraqi forces, who are American from Brahms tanks, to F-16 planes, and therefore if the American forces are expelled, they will not return to maintain these weapons and planes.
He stated that all political, security, military, and economic aspects in all fields would be struck, so we said it in the Finance Committee frankly, we are not with the expulsion of the forces but rather discussing their exit in a way that serves the Iraqi state whether a temporary partial withdrawal gradually, after a study, not a case Emotional.
After the finance committee's enlightening session, Couger notes, the stakeholders who came to the committee are part of the body of the government, and we have not brought in experts from outside it, and the government is supposed to be the decision-maker.
Cougar said, unfortunately, that the Iraqi government, hijacking the will, the decision, and the initiative is not in their hands, and there are those who decide instead. Cougre regretted, for the second time, considering that the prime minister thinks only of himself, especially that many trends have changed after the demonstrations, the blood that has been asked, and the huge number of dead, wounded and disabled among the demonstrators, so there will be a judicial pursuit for him.
He expressed his view that the caretaker head is looking for the state that will protect him from the prosecution of the families of the demonstrating victims, and there is only a neighbor that protects him, and he has taken control of it, and he only thinks through this juncture and this is very dangerous.
And I remember in a question, does he think that after all the blood that has been asked, that it is in vain without any reactions? Saddam Hussein was simulated by executing 124 people in the Dujail district, but they were accused of trying to assassinate the prime minister. As for the current people, they are hungry, unemployed, innocent, and they were killed by sniper weapons, not by mistake and all of them are headshots, and will their blood go to waste? I do not think that we, the current class, are satisfied with this ruling, but a class will come that will not be satisfied with it, just as those who were executed 124 in their time, followed by those who did not accept this.
Cougar quoted a number of deputies who voted on the decision to withdraw American forces from Iraq as saying that they regretted and were under psychological pressure, and various pressures, and their vote came for fear that their homes would be burned, just as they voted on many decisions of the House of Representatives where they raised their hands for fear of Assassinations or the so-called third party in Iraq.
The deputy of the Kurdistan Islamic Union bloc, a member of the Finance Committee in the Iraqi parliament, considered, at the conclusion of his speech, these decisions are not valid, and are not expressive of the conscience of any deputy, expressing his belief, "Now if they go to choose a new prime minister, they will throw the ball in his court." And he will not resort to this step because he wants to take the country to safety, which will not open new fronts with people, their strength, and their interests, although the state’s sovereignty has been violated, and this is condemned and unacceptable, but the violation of sovereignty does not mean striking all interests. (Sputnik) learned from security sources that American forces are still present in military bases, especially in Anbar province, in the west of the country, where they tightened protection with air cover in anticipation of any missile attacks such as those launched by Iran in response to the killing of Soleimani during this month. And the US Department of Defense (the Pentagon) announced that 50 military personnel suffered brain injuries after the missile attack launched by Iran on the "Ein al-Assad" military base in western Iraq.
Pentagon spokesman Thomas Campbell said in a statement on January 28 that "as of today, 50 members of the US military have been diagnosed with brain injuries," noting that symptoms include concussive injuries, headache, dizziness, and sensitivity to light and nausea, according to The network "CNN" America.
He added: “Of these 50, 31 service members in Iraq were treated and returned to service, including 15 additional service members who were diagnosed since the previous report, while 18 were transferred to Germany for further examination and treatment, in addition to that. Someone was transferred to Kuwait before returning to service. ”
On January 26, Speaker of the House of Representatives, Muhammad al-Halbousi, condemned the recent attacks on the US embassy in Baghdad, saying they were damaging the country's reputation.
He added, "Attacking any foreign mission is an attack on the entity and prestige of the Iraqi state, calling on the security services to play their role in chasing outlaws and exposing the identity of the aggressors."
He continued, "The continuation of these attacks harms the country's higher interests and diplomatic relations, and it carries serious repercussions that must be avoided under the current circumstances," stressing Baghdad's commitment to legal obligations to protect the headquarters of diplomatic missions.
Resigned Prime Minister Adel Abdul-Mahdi directed the security forces to search for the perpetrators of the attack on the American embassy using Katyusha rockets in the Green Zone.
