    On Wednesday, the Federal Supreme Court heard a lawsuit filed against the President of the Republic, the President of the Government and the Secretary-General of the Council of Ministers, and decided to dismiss it for lack of jurisdiction to adjudicate administrative decisions.
    The spokesperson, Iyas al-Samuk, said in a statement, which received (information), a copy of it, “The Supreme Federal Court held a session headed by Judge Medhat Al-Mahmoud and the presence of all the member judges. ”
    Al-Samouk added, “The plaintiff requested the suspension and cancellation of the implementation of Resolution No. (445) for the year 2019 related to authorizing ministries and entities not affiliated with the Ministry and the governorates with direct contracting until 12/31/2019 as an exception from the instructions for implementing the federal budget for the fiscal year 2019.”
    He stated that "the court held its session in the presence of the representatives of the parties to the case, and found that the decision subject to the appeal is considered an administrative decision issued by the executive authority."
    He stressed, "The court affirmed its lack of competence to consider the appeal submitted to the administrative decisions that the law has drawn as a way to challenge it other than by appeal before the Federal Supreme Court, whose terms of reference are defined by Article (93) of the Constitution," noting that "the Federal Supreme Court is building Based on the foregoing, I decided to dismiss the lawsuit because it was not based on a document of the constitution. Ended / 25
