    The dissatisfaction of the Shiite blocs seemed evident from the beginning, especially in the absence of al-Maliki and Al-Sadr, at the session of Al-Kazimi's assignment to the position of prime minister, early April.
    There are reports indicating the dissatisfaction of the Al-Hikma Movement, the most prominent of Al-Kazemi’s supporters, regarding the progress of the process of forming the government, while the Shi’ite Fateh bloc, the most prominent political arm of the Iraqi militias, issued a statement accusing Al-Kazimi of forming a “quota government.”
