Baghdad / Nina / Newspapers published today, Tuesday, the twenty-eighth of April, have implications of low oil prices on salaries and government formation consultations.
Al-Zawraa newspaper, which is issued by the Press Syndicate, quoted the Parliamentary Finance Committee as saying that the proposal to reduce salary allocations will include the three presidencies, deputies and special grades only, stressing that the funds are covered for salaries, health supplies and ration items until next July.
The committee’s rapporteur, Ahmad Al-Saffar, said that the issue of reducing or increasing salaries or adding allocations or deducting them from the authority of the government is not the parliament, except that the decision is taken with the approval of Parliament. Noting: The Ministerial Council for Economy, one of its members is the Chairman of the Parliamentary Finance Committee, and a set of proposals were put forward for the purpose of discussion during the Council’s sessions in light of the financial crisis and the Corona pandemic.
He added: The government currently has enough cash liquidity until next July to cover the expenses of salaries and health supplies such as the purchase of medicines and others, as well as the ration card items, in case the oil prices remain the same. Pointing out that there are expectations that oil prices will improve after the month of June, meaning that the financial situation of the country will improve.
He explained: There is a set of proposals put forward in the Ministerial Council for Economy to address the financial crisis in the event that oil prices remain a continuous decline, including reducing the allocations added to the salaries of the three presidencies and members of the House of Representatives and special grades inside and outside Iraq, stressing: that young employees are not covered at all.
He continued: There are proposals related to commercial policy, meaning that the import focuses on the essential essential matters only, and there is the possibility of resorting to internal borrowing through privatization from the central bank and banks, and that there are procedures related to financial and monetary policy in order to be able to pay the salaries of employees and the basics of life The crisis, which is a matter of special medicines and the issue of the ration card.
He ruled out the government's resort to compulsory saving for employees and retirees, and may have high salaries only, adding that "if the government resorted to compulsory savings for all employees, I will stand against this decision because it will harm a large segment of society."
He said that the new government will definitely have its own fiscal and monetary policy through which it can develop solutions and remedies for the crisis. An emergency budget is likely to be submitted by the new government for the remainder of the months for the current fiscal year.
For his part, the member of the Finance Committee, Ahmed Haji, warned of a stifling financial crisis that could hit the country in the coming months.
Haji said: “All expectations indicate that the financial crisis will continue, as the Corona crisis has not yet ended, and life in most countries of the world is almost idle, in terms of population movement, commercial exchanges, factories, and others, which has reduced the demand for oil.
He explained: The lack of supply from oil buyers in light of the large supply of oil and the fullness of oil tanks, led to the collapse of prices in the global oil markets. Pointing out that there are a group of solutions that the government may resort to in light of the financial crisis, including the use of the central bank reserves through offering government bonds and purchases by banks with the support of the central bank, as happened in previous years.
And on the formation of the government, the new Al-Sabah newspaper quoted the Shiite forces, confirming that the list of candidates for ministries should be replaced entirely, warning Prime Minister-designate Mustafa Al-Kazemi against favoring the Sunni and Kurdish forces, and called on him to use a team of experts to help him in his mission.

For his part, a leading member of the State of Law coalition, Jassem Muhammad Jaafar, asked, “Al-Kazimi to seek the assistance of consultants in choosing the most appropriate ministers from those who presented them to the political blocs.
Jaafar said, “The list currently presented is disappointing, and it contains names that are not appropriate for ministerial tasks for several reasons.”
