    It seems that the proposal to disburse salaries in dollars, which has escalated over the past few days by parliamentary parties, has garnered quick and angry reactions. While the Finance Committee described the proposal as “non-binding and unenforceable,” he considers the advisor to the Secretary-General of the Council of Ministers for Financial Affairs as “something defective.”
     
    A member of the Finance Committee, Adnan Al-Zorfi, said, “What the deputies propose is not binding on the government, and these proposals are not necessarily applicable,” indicating that “the matters that are applicable are those that are presented in the budget law, while the parliament’s proposals may introduce some ideas and opinions, but they are not binding on the government. “.
     
    He added, "The application of these proposals is due to the government and the central bank’s monetary policy in the process of approving the exchange process, and not to meet the desire of the deputies."
     
    For his part, the advisor to the Secretary-General of the Council of Ministers for Financial Affairs, Obaid Mahal, stated that “the payment of salaries in dollars to employees, as suggested by one of the representatives, is something flawed, regardless of the economic damage that will be caused if this proposal is implemented because the flag and currency are the sovereignty of the state. In a sovereign state, and sovereign states have an exclusive right to dispose of their currency.
     
    With regard to the budget and the texts that were voted on, Mahal explained, “All the articles that have been voted are in violation of the constitution. One of the articles of the constitution confirms that the session of Parliament does not end except with the approval of the budget, and it was not discussed but with approval, and this is what happened in 2014 and 2020, It should have been approved before the end of the session, and in Article 60, those who prepare draft laws are the President of the Republic and the Council of Ministers only. Parliamentary proposals are submitted to the Council of Ministers, not to vote on them directly. And submit proposals to the government to increase some items, and when necessary, Parliament proposes to the Council of Ministers to increase the expenditures funds.
     
    He added, "Until now, we do not know what changes have been made to the budget," explaining that "everything in the budget is against the constitution."
