Today, Monday, the Federal Integrity Commission recommended that the Ministry of Agriculture - Contracts Department take into account the appropriate timings when concluding fertilizer contracts to ensure that they are provided to farmers with the start of the scheduled agricultural season. In order for the Ministry of Industry and Minerals to prepare a processing plan in light of the requirements of the first.

    Reconsideration of the agricultural plan

The work team of the Prevention Department in the Commission, which made visits to the ministries of agriculture, industry, minerals and transport, emphasized in a report prepared on the process of importing fertilizers and chemicals used for agricultural purposes, the importance of the Ministry of Agriculture - Planning and Follow-up Department reviewing agricultural plans in the future, Taking into account the nature of the soil in the different agricultural areas and the extent of the need for chemical elements; To increase and improve production of strategic crops; To prevent random distribution of fertilizer doses.

    Urgent contracting cases. The

report, copies of which were sent to the Prime Minister’s Office and the offices of the Ministers of Agriculture, Industry, Minerals and Transport, indicated that the Ministry of Agriculture continued to obtain the exemption from the instructions for implementing government contracts No. (2 of 2014) for the years (2016-2019), revealing the prevalence of urgent contracting cases. A very short period before the beginning of the agricultural season, and the provision of fertilizers after planting, which misses the opportunity to benefit from them, without the Ministry addressing the issue or proposing solutions, which raises the suspicion that there are suspicions of collusion and corruption in direct implementation contracts, in addition to the fact that these exceptions miss the Ministry an opportunity Obtaining competitive prices by referring the total quantity of the contract to one supplier company without the need to divide the contracts into several companies.

[rtl]Baghdad / NINA / - The Integrity Commission recommended that the Ministry of Agriculture - Contracts Department take into account the appropriate timings when concluding fertilizer contracts to ensure that they are provided to farmers with the start of the scheduled agricultural season; In order for the Ministry of Industry and Minerals to prepare a processing plan in light of the requirements of the first.

A report of the work team of the prevention department in the authority, which made visits to the ministries of agriculture, industry, minerals and transport: the importance of the ministry of agriculture, the department of planning and follow-up to reconsider the agricultural plans in the future, and taking into account the nature of the soil in the different agricultural areas and the extent of the need for chemical elements; To increase and improve production of strategic crops; To prevent random distribution of fertilizer doses.

The report, copies of which were sent to the Prime Minister’s Office and the offices of the Ministers of Agriculture, Industry, Minerals and Transport, indicated that “the Ministry of Agriculture continues to obtain the exemption from the instructions for implementing government contracts No.

The report monitored that “most of the contracts concluded with companies are signed outside Iraq, although negotiations are taking place inside Iraq, which opens windows for suspicion of corruption that misses the benefit for the country in generating revenues by helping contracting companies to evade tax; (being not subject to tax accountability). If the contract was made outside Iraq), benefiting from the text of Article (2) of the Tax Accounting Instructions for Contracts Concluded between Iraqi and Foreign Authorities (No. 2 of 2008), and he pointed out that the investigations of the work team concluded that the negotiating committees with the supplying companies are the same committees that are delegated abroad to sign those contracts.

He explained that "the Ministry of Industry and Minerals covers 30% of the needs of the summer and winter seasons, with an amount of 270,000 tons, which is marketed to the General Company for Agricultural Supplies, bearing in mind that a number of its factories are suspended, as a result of the damage caused by the control of terrorist groups or the absence of terrorist groups." Raw materials or cash liquidity, and that the most important problems facing the ministry are the price of urea fertilizer, which has been reduced by (10%), provided that the Ministry of Oil reduces the price of a cubic meter of dry gas supplied to it, and the Ministry of Oil does not reduce on its part, despite Two decisions were issued by the Council of Ministers in this regard, and the report pointed out the need to direct the Ministry of Oil to discuss the possibility of reducing dry gas supplied to the Ministry of Industry.

The report revealed that “the process of transferring fertilizers is opposed according to the marketing plan agreed upon between the Ministries of Agriculture, Industry and Minerals, explaining that this is one of the most important problems facing the Ministry of Industry, which is the transfer of the maximum that can be transferred from urea fertilizer (product or stored), which leads to its accumulation. In the warehouses of the General Company for the Manufacture of Southern Fertilizers and exposed to accumulation, liquefaction and hardening, as a result of weather conditions, as well as the warehouses being filled with the product.

The report monitored that the Ministry of Agriculture imported a quantity of urea fertilizer and directed the carrier’s trucks to transport it, which led to the storage of the General Company for the Southern Fertilizer Industry being filled with more than (60,000) thousand tons, forcing the company to break it, market and dispose of it for three years. The accumulated storage available is up to (15,000) thousand tons.

He demanded the provision of logistical support to the General Railway Company; To rehabilitate its lines, and to take measures to increase the daily transport capacity while working to extend railways to reach the warehouses of the Ministry of Agriculture, and to ask the Ministry of Agriculture to determine its position on contracting with the Ministry of Transport - the General Company for Railways; To transfer the local product of fertilizer (urea), noting that there is a directive from the General Secretariat of the Council of Ministers in this regard, and the Ministry of Agriculture limiting the transportation process to the Ministry of Transport - the General Company for Land Transport.

And he indicated that the General Company for Land Transport is implicitly contracted with a private transport company in return for obtaining (6%) of the contract value for the benefit of the General Company for Land Transport since 2005 until now, which misses the opportunity to create the principle of competition between carriers. / End 8[/rtl]
