    [size=45]Specialists in economic affairs believe that the delay in forming the ministerial cabinet will lead the Iraqi economy to many crises due to the delay that will be reflected in the 2022 budget, while they expected the recurrence of the 2020 scenarios represented by the delay in salaries and the stagnation of the Iraqi economy.[/size]
    [size=45]There is still a dispute over the interpretation of the concept of the largest bloc in Parliament that is entitled to form the new government after the announcement of the preliminary results of the elections for the fifth session of the House of Representatives.[/size]
    [size=45]The economic affairs specialist, Basem Jamil Antoine, said in an interview with Al-Mada that “the delay in forming the government will lead to the disruption of many projects, especially the draft budget law for 2022.”[/size]
    [size=45]And Antoine expects, "The delay in forming the government will restore the scenarios of the salary crisis and the stagnation of Iraq's economy."[/size]

    [size=45]In turn, economic affairs specialist Dia Al-Mohsen said in an interview with (Al-Mada), that "the delay in forming the government and parliament will take us to an economic crisis as a result of the delay that will occur in the 2022 budget," noting that "the effect will lead us to stop state institutions."[/size]
    [size=45]Al-Mohsen believes that "the talk about preparing a budget before the dissolution of Parliament, we have not touched anything of it so far."[/size]
    [size=45]And the specialist in economic affairs called for "accelerating the formation of the government and parliament and working to legislate the laws that have been suspended since the previous parliamentary session."[/size]
    [size=45]The Iraqi constitution of 2005 grants the right to form a government to the most numerous parliamentary bloc, as Clause (First) of Article 76 of it states the following: “The President of the Republic assigns the candidate of the most numerous parliamentary bloc to form the Council of Ministers within 15 days from the date of the election of the President of the Republic,” but opinions It is still divided so far over the concept of “the most numerous parliamentary bloc.” Is it intended to be the winner of the elections, or the one that is formed within Parliament by two or more coalitions after the results are announced?[/size]
    [size=45]The Federal Supreme Court explained this concept in its decision issued in No. (25/Federal/2010) on March 25, 2010, saying, “The expression of the most numerous parliamentary bloc means: As for the bloc that was formed after the elections through a single electoral list, it entered the elections with a specific name and number and won On the largest number of seats, or the bloc that gathered from two or more electoral lists that entered the elections with different names and numbers, and then coalesced into one bloc with one entity in the House of Representatives, whichever is more in number, then the President of the Republic assigns the candidate of the parliamentary bloc whose seats have become The parliament in the first session of the House of Representatives is more numerous than the other bloc or blocs, by forming the Council of Ministers based on the provisions of Article 76 of the Constitution.[/size]
