Despite the differences between them, the federal government in Iraq and the Kurdistan Regional Government, in the north of the country, formed a security partnership to push back the threat of the resurgence of ISIS.
An Associated Press report describes this partnership as "fragile", and considers it a new test in Iraq's war against the terrorist organization.
He adds that both sides say they need US forces to help maintain the cohesion of this partnership, and stress that this is one of the reasons why the US military presence in Iraq has not ended even when its combat mission officially ends on December 31.
Iraq announced the defeat of ISIS four years ago, but the rivalry between Baghdad and Erbil opened loopholes through which some ISIS elements infiltrated, and they managed to terrorize the population.
The latest wave of ISIS attacks has threatened to evict the predominantly Kurdish village of Lahiban from its residents.
Therefore, for the first time since 2014, Iraqi forces and Peshmerga have established joint coordination centers around the region to better monitor loopholes.
The head of Kurdish Peshmerga operations in the region, Naqib Hajar, said, "ISIS took advantage of the opportunity in the past, but we coordinate, and our coordination starts from here, in this village."
The report quoted a resident of the village of Al-Heiban, called Helmet Zaher, saying that he was tired of spending entire nights on the roof of his house, carrying his rifle, so that his wife and children could sleep safely inside.
And in a picture that summarizes the situation of the local population in the face of ISIS threats, the report says that while security personnel of a nearby oil company, who are the only ones in the area equipped with thermal night vision devices, were sending signals after they spotted ISIS fighters, down the Karachuk mountain range towards Al-Lhaiban “Ali Zaher and others were of the armed population repelled them."
Zaher said in this regard: "We were abandoned, the Peshmerga was on one side, and the Iraqi army was on the other, and neither of them interfered."
The recent increase in ISIS attacks on the village, including three in the first week of December alone, prompted many of the village's residents, most of whom are Kurds, to leave, while Zaher moved his family to the Kurdish-controlled village of Debaga.
The report says that the village of Heiban was home to about 65 families, of which only 12 families remain today, according to the village mayor, Yadgar Karim.
'I'm afraid to go back'
On 7 December, Peshmerga and Iraqi forces moved into the village with plans to repeat coordination elsewhere across the disputed territories.
Kurdish officials hope that this coordination will prompt the villagers to return, but Zaher is not convinced of this. "I only came to check on the situation," he says. "I'm afraid I will return."
The report says that Kurdish Peshmerga forces have positions along the Qarachok mountain range, but Peshmerga Colonel Qahar Jawhar says that Kurdish forces do not have orders to stop ISIS militants as they cross to launch attacks or carry out operations against them due to caution against entering the disputed territories.
ISIS militants move at night, using tunnels and hide in caves, while the Peshmerga lack basic equipment including night vision devices, according to the report.
"That's why ISIS can terrorize the population, because we can't see them," Jawhar said.
Six Coordination Centers
The report asserts that talks to re-establish joint coordination centers between the Iraqi army and the Peshmerga began more than two years ago, but collapsed due to deep mistrust and disagreements over how to define lines of control.
But under the current Prime Minister, Mustafa al-Kadhimi, talks resumed, paving the way for an agreement to establish six joint coordination centers between Baghdad and Erbil and across the disputed areas.
Al-Kazemi also agreed to establish two joint brigades to carry out operations against the Islamic State.
But the director of Peshmerga relations with the coalition forces, Hajar Ismail, says that this step needs the approval of the Ministry of Finance in Baghdad in order to allocate a budget for it.
Between 2009 and 2014, Iraqi and Kurdish forces carried out joint security operations in the governorates of Nineveh, Kirkuk, and northern Diyala.
Meanwhile, the Kurdish authorities managed to tighten their control over Kirkuk and other disputed areas.
After Iraq declared victory over ISIS in 2017, Baghdad turned its attention to these areas, launching a military operation in October 2017 to restore them.
Relations between the autonomous region and the federal government were strained, after Baghdad cut budget allocations to the Kurdish region, making it unable to pay the salaries of public sector workers and debts to oil companies.
Iraqi and Kurdish officials said the US-led coalition's mediation and support are key factors in bringing the two sides to the negotiating table.
Jawhar, whose forces are stationed in Karachuk, said, "They played an important role, in coordination with us and with the Iraqi side.. Without them, we would not have been talking. They will not come here, and we will not go there."
The Iraqi and Kurdish sides say they still need the Americans to play this role, according to the report.
The American presence is also important in other ways, as the Americans pay the salaries of many peshmerga fighters amid ongoing budget disputes with Baghdad.
American funding amounts to about $240 million, which is the value of the salaries of about 45,000 members of the Peshmerga, according to Ismail, who said: "Fortunately, this will continue in 2022" as well.
