Zebari said in his blog post, that "the events of today's quorum session proved that the fatwa or the decision of the Federal Court guarantees the two-thirds ratio for electing the president of the republic, in contrast to the provisions of the constitution about the quorum of the sessions of the House of Representatives."
He continued, "The people will suffer from the formation of the government for a long time after the losing parties were able to control the winning majority."
