      On Tuesday, the Council of Ministers held its twelfth regular session, headed by Prime Minister Mustafa Al-Kazemi, and hosted the person in charge of managing the Ministry of Health and the head of the Investment Authority, and took a number of decisions.    
    And the Media Office of the Council of Ministers stated in a statement, received by Al-Nabaa, that "Prime Minister Mustafa Al-Kazemi saw the twelfth regular session of the Council of Ministers, and reviewed, at the beginning of the session, the general situation in the country, the developments of the global economic crisis and its repercussions on Iraq, and follow-up on the implementation of the measures adopted by it. government, in order to face the crisis and mitigate its severity.  
    The statement added, "The council hosted Hani Al-Aqabi, the Undersecretary of the Ministry of Health in charge of managing the ministry, where he gave a detailed presentation on the health procedures related to controlling the Corona pandemic, the decrease in the number of injuries, and the procedures of the Ministry of Health in following up on the developments of the pandemic in Iraq, and the efforts it requires in providing the required treatments. and securing vaccinations throughout the country.  
    The statement indicated that "the person charged with managing the Ministry of Health touched on the health reality in Iraq, and discussed a number of issues related to the ownership of lands on which health institutions are built. The Council of Ministers agreed on the following:  
     
    1- Transferring the ownership of lands belonging to the Ministry of Finance on which hospitals or health institutions are built, to the Ministry of Health without allowance, based on the law of ownership of plots and buildings.  
    2- The Ministry of Construction and Housing and Public Municipalities transferring the ownership of lands on which hospitals or health institutions are built based on Legislative Resolution (693 of 1973).  
    3- The ministries and agencies not connected to the centrally funded ministry and the governorates sell the lands belonging to them from those not mentioned in paragraphs (1 and 2) above, on which hospitals and health centers are built, to the Ministry of Health in accordance with the provisions of Article 25 / first of the law on the sale and lease of state funds. 21 of 2013), with a waiver of the selling allowance based on Article (46) of the Federal Financial Management Law (6 of 2019) as amended and Cabinet Resolution (28 of 2020).  
    According to the statement, the Council of Ministers hosted the "President of the National Investment Commission, Suha Najjar; to discuss the reality of investment and work to improve the investment environment throughout Iraq, in a way that contributes to attracting foreign investments, which in turn will increase development rates and accelerate the reconstruction process in the country, and after discussing a number of issues that Concerning investment, the Cabinet approved the following:  
    First / the amendment of the Diwani Order (51 of 2019), to be headed by the National Investment Commission and with the membership of representatives from the Ministry of Finance / State Real Estate, the Ministry of Planning / Department of Government Contracts / General Secretariat of the Council of Ministers / Central Bank of Iraq, and a representative of the owner of the land, the committee undertakes a study Requests to amend the investment license received by the investment authorities, including the National Investment Commission.  
    Second / cancel paragraph (2) of the Cabinet Resolution (186 of 2021) regarding investment projects, and this decision is implemented from the date of its issuance.
