Information/Baghdad.
Member of Parliament Ahmed Taha Al-Rubaie revealed, on Monday, that 9 violations were submitted in the contract for the transportation of crude oil (Basra - Aqaba).
Al-Rubaie said in a statement, which was reviewed by / the information /, that "the caretaker government continues to violate the constitution and the laws in force by taking decisions related to strategic issues mixed with economic damage and tying up the national sovereign decision, and the last of these decisions was included in the cabinet meeting on 4/5/2022 with a presentation The subject of the crude oil pipeline contract (Basra - Aqaba) in a vague and general form, and the announcement of this topic was absent from the outcomes of the Cabinet session mentioned in a dangerous precedent that contradicts the principle of transparency and the provision of necessary information to the regulatory authorities and public opinion to ensure oversight and evaluation of dangerous strategic economic issues.
He added: We announce a set of observations and violations surrounding this topic:

It is contrary to the constitution and the law because the government of managing daily affairs does not have the authority to approve these strategic issues, especially since the information transmitted on the value of the contract is about (9) billion dollars.

The legal contexts and the internal regulations of the Council of Ministers were not adhered to in the way the issue was presented to the Council of Ministers.

The sites for the construction of the infrastructure of the project have been changed and moved from the safe central governorates to the western border areas of the country in which the terrorist organization ISIS is active.

The ownership of the pipeline in the part that passes through Jordan will belong to the Jordanian state and Iraq will pay the costs of its construction!!
Note that the prices for its implementation are double the real value.

Jordan will be granted the ownership of oil transit fees and land lease allowances and oil access to them at preferential prices, and (150,000) barrels per day of it go to the operation of the Zarqa refinery in Jordan, in addition to the establishment of storage warehouses in the port of Aqaba owned by companies or the Jordanian side.

One of the obvious dangers is the pipeline’s passage in lands that are still witnessing remarkable activity for ISIS, and perhaps the experience of electric power transmission lines and towers is a testament to the draining of the Iraqi economy as a result of these ill-considered steps.

One of the risks is also that the designs for the construction of the pipeline include its passage in areas close to the control and control of the Zionist entity, which poses a great danger to this project on the one hand, or that it provides a benefit opportunity for that usurping entity by entering into understandings with the other countries of the parties to the project that have diplomatic relations and normalization since Dozens of years (Egypt and Jordan).

After all these facts, what is the interest and benefit deriving from Iraq from those countries, which were mostly negative from the political process and the new political system, but at times were sheltering Baath leaders and criminals who drenched the blood of Iraqis.

When this issue was discussed in the previous parliament's hosting of the current oil minister, suspicious facts were raised. When moves were made to reduce the exorbitant amount of the contract, many of the country's leaders had contacted the Ministry of Oil! For the purpose of maintaining that unfair price, which raises additional justifications for rejecting this project, and in that session, the Minister mentioned the existence of these calls from high-level leaders to interfere in determining the cost of the project, so that the Presidency of Parliament felt embarrassed and asked the Minister of Oil not to address the names of those political leaders!.

We call on the current government and the Ministry of Oil to stop this contract and not to proceed with a project around which there are many suspicions and the lack of clarity of its economic feasibility. finished/25
