Baghdad/ Firas Adnan
Parliament postponed the first reading of the draft law on military service in preparation for its complete rejection, at a time when a parliamentary committee confirmed that the salaries of volunteers under this law will be 34 billion dinars annually, indicating that the state is unable to bear these financial burdens at the present time, stressing that the numbers of the armed forces at the time The current situation is sufficient with the stability of the security situation.
A document signed by the Secretary-General of the Council of Ministers, Hamid Al-Ghazi, appeared on social media, showing the government's approval to proceed with the legislation of the compulsory service law. Parliament held a session yesterday that included a number of paragraphs, most notably the first reading of the Science Service Bill, but, according to an official statement, it decided to postpone this reading to the next session.
A member of the Parliamentary Legal Committee, Thaer Mokheifa, said that "the postponement of the Science Service Law came as a result of the objections that were signed by the political blocs."
And he continued, fearing, in a statement to (Al-Mada), that "proceeding with this law presupposes that we will have infrastructure and financial resources."
He explained, "The law is supposed to give salaries to 7 million people who will forcibly join the military service." He pointed out that “the minimum salary is 600 thousand dinars, and this means that it requires 34 billion dinars per year,” and promised him “a very large amount that burdens the Iraqi budget and we need funds.”
And he indicated, "The financial aspect is one of the most important objections that we have registered to the law in order to respond to it completely," explaining that "there are a large number of Iraqis who are in the army, the police, the popular crowd and the rest of the security formations."
He stated, "Iraq has started with security stability and does not need an increase in the number of its security and military forces, and these funds can be spent in other areas such as education, health, water resources and agriculture."
And press sources indicated that “House of Representatives Speaker Muhammad al-Halbousi left the parliament session angry because of the opposition to the law,” but frightening pointed out that “Al-Halbousi has left the session to his first deputy, Mohsen al-Mandalawi, but the reason for this is not the objection, but rather his preoccupation with something else, which is normal.”
For his part, Representative Moeen Al-Kazemi stated in a statement to (Al-Mada), that "a difference of views has appeared on the provisions of the law, given that some provisions of the law must be amended."
Al-Kazemi added, "The postponement took place until tomorrow, Tuesday, with objections from some blocs regarding the importance of this law at the current stage."
He pointed out, "The reasons for enacting the law are to strengthen the capabilities of the Iraqi army and give the people the opportunity to join its ranks."
And Al-Kazemi indicated, "This issue needs necessary preparations from the Ministry of Defense at the level of camps and trainers."
He explained, "Large financial burdens will burden the state as a result of the application of this law. There must be a real program for the Ministry of Defense in order to make the law a success."
Al-Kazemi believes that “the solution to the unemployment problem is not through compulsory service, but through the private sector, with its support in various fields such as agriculture, industry and other important units.”
The talk about the first reading of the draft law on the service of science sparked different reactions on social media, between a supporter who argued for the need to prepare young people by preparing them on the right military bases, and another who refused to recall, through his publications, the suffering of the commissioned soldiers during the period of the rule of the former regime.
The rejectionist publications also carried indications that this project may be one of the doors to corruption and blackmailing the Iraqi youth, and the rejectionists say that the law imposes large financial burdens on the state that it cannot implement, and some activists stressed that the sons of the wealthy class will get rid of military service by paying the monetary allowance included in the law , while others will continue to face this experience.
