Integrity Commission calls for removing encroachment on 26 properties belonging to a company affiliated with the Ministry of Transport

The Federal Integrity Commission called for the removal of encroachments on 26 properties belonging to the General Company for Private Transport Management.
The Commission stated in a statement that “the team formed in the Prevention Department visited the headquarters of the Ministry of Transport, the General Company for Private Transport Management, and a number of its departments specialized in managing garages, to closely learn about the nature of the company’s work.”
She added that “the team called for maximizing the company’s revenues by renting out garages, yards and unused buildings, and monitoring the collection detachments outside the garages, to prevent encroachment on public funds,” explaining that “it was monitored that it rented a headquarters for an amount of (150,000,000) million dinars annually; despite owning a building in the garage of the Nahda station, which was recently built for an amount of (23,354,355,000) billion dinars.”
She continued, “There are properties belonging to her that are not rented, and there are (14) other garages that are being advertised,” indicating that “scattered transportation lines and yards in Kadhimiya and Karkh are not rented yet, while there are closed properties that have not been rented despite being advertised more than once.”
She explained that “the Prevention Department, in a report a copy of which was sent to the Prime Minister’s Office, the General Secretariat of the Council of Ministers, the Parliamentary Transport and Communications Committee, as well as the Ministers of Transport and Interior, called for moving to electronic collection in all the company’s garages in Baghdad and the governorates, and drafting regulations and instructions for the official tariff prevailing for transportation fares on various vehicle routes according to their capacity, and following up on their implementation in the field through the company’s inspection squads.”
She pointed out that “the report suggested that the company coordinate with the Baghdad Municipality, the Ministries of Finance, Construction and Housing, Municipalities and Public Works, and provincial councils, to allocate suitable lands to establish model garages and stations, and improve and modernize services using the best modern technologies used globally, in addition to developing private transportation, and providing means of transportation with high and safe specifications that preserve the environment, in addition to paying attention to public transportation and providing sufficient buses to achieve this.”
The Authority explained that “the team noticed the failure of most of the electronic gates that were built in the garages of Baghdad and the governorates at a cost of (8,511,196,500) billion dinars, and the failure of the company implementing the gates to abide by the terms of the contract signed between the two parties in 2011,” revealing “the delay in establishing the Nineveh station for transporting passengers and the Najaf International Garage, which were contracted to be built in 2012, and the completion rate reached (95%, 74.5%) respectively.”
The team recommended that “the General Company for Private Transport Management establish garages in Baghdad and the governorates according to designs and plans that meet the needs of citizens in providing the best services. It also touched on the necessity of contacting the relevant authorities to remove encroachments on real estate, lands and garages belonging to them, and to work on resolving stalled garage projects, and coordinating with the Baghdad Municipality to remove encroachments in front of the Nahda Station for transporting passengers and the Wasiti Garage to ensure the continuity of the smooth flow of vehicle movement in a way that serves travelers.”
The report stressed “the importance of the company coordinating and cooperating with the traffic directorates, monitoring violators of the regulations and instructions related to official fares, and imposing fines on violators, in addition to monitoring and following up on violators, and forming joint committees from traffic and rescue; to control the owners of violating vehicles, and impose fines on them,” stressing “the General Traffic Directorate directing its detachments; to hold accountable and seize violating taxi vehicles, especially those that do not carry plates; because their owners removed the plates from their vehicles; to ensure that no violation is issued against them.”
The Authority pointed out that “the report addressed the company’s awarding of a contract to install and operate billboards and light screens in garages in a joint operation manner with a general trading company for a period of five years. The work team noted that most of the light screens and billboards were out of order and that the company’s share of them was (1,964,016,000) one billion dinars, while the actual revenues achieved amounted to (19,016,256) nineteen million dinars only, in addition to the lack of economic feasibility from a contract to equip and sell electronic light signs for mobile taxi vehicles and vehicles operating on the lines.”
The Commission pointed out that “violations were noted that accompanied the referral of the General Company for Private Transport Management of the Baghdad Garage cleaning contract, which it granted in 2023 to a coalition of companies for a period of two years in the amount of (2,260,570,200) two billion dinars. It was noted during the field tours conducted by the Integrity Commission team that there was no commitment to employing Iraqi workers at a rate of (50%), and that there were no workers in the garage, in addition to the fact that the level of cleaning is not at the required level for the garage, roofs, lighting and gardens in it.”
The Authority warned of “the non-payment of an amount of (123,364,876) one hundred and twenty-three million dinars of tax deposits deducted from others; for goods and services supplied in the year 2023.”
