    Today, Sunday, a leader in the Kurdistan Democratic Party considered the reactivation of the Supreme Committee for the Implementation of Constitutional Article 140 related to the Kurdish regions outside the Kurdistan Region Administration, or what is called (disputed) “a very important step,” stressing the need for “the committee to include good and sincere people.” .[/size]
    [size=45]Member of the Political Bureau of the Kurdistan Democratic Party and official of the Kirkuk-Germian Organizations Office of the party, Dr. Kamal Kirkuki, demanded in a statement to (Basnews), that “compensations for those affected, according to the constitutional Article 140, include hundreds of thousands of Kurdish families as well, which were damaged after the betrayal of October 16, 2017 Especially since an intensive Arabization process has been resumed since that date.[/size]
    [size=45]Kirkuky stressed, "the need to erase all traces of demographic change and Arabization, and to return all expatriates who were brought to the borders of Article 140 areas after October 16 to their original places from which they were brought."[/size]
    [size=45]The "State Administration" coalition, which includes most of the political forces participating in the Iraqi federal government, decided on November 28 to reconstitute the Supreme Committee for the implementation of Constitutional Article 140.[/size]
    [size=45]In turn, the Iraqi Minister of Justice, Khaled Shawani, had said in this regard, that “by a decision of the Prime Minister, it was decided to reconfigure the Supreme Committee for the implementation of Article 140, which was suspended in 2014.”[/size]
    [size=45]He added, "The committee will meet within ten days, to prepare an estimated budget to compensate those covered by the article, and to submit it to the Council of Ministers for inclusion in the general budget."[/size]
    [size=45]According to Article 140 of the Iraqi constitution, which was approved in 2005, it was supposed to decide on the future of Kirkuk and the rest of the Kurdish regions outside the Kurdistan Regional Administration, or what is called (disputed), in three stages, starting with normalization and then a census, provided that this was followed by a local referendum regarding the ownership of those regions, but this was not implemented due to political differences.[/size]
    [size=45]Article 140 should have been implemented within a period not exceeding 2007, according to the constitution. Despite the attempts of some Iraqi political parties to evade its application, the Kurdistan Region has insisted over the past years that it is still in effect, which was also confirmed by the Federal Supreme Court in Iraq, earlier.[/size]
    [size=45]For her part, the head of the Kurdistan Regions Committee outside the Kurdistan Regional Administration, in the Kurdistan Parliament, Joan Yunus Rozhbiani, confirmed last Tuesday that the Supreme Committee for the Implementation of Constitutional Article 140 related to the Kurdistan Regions outside the Kurdistan Regional Administration, or what is called (disputed) had been suspended from Work in 2014, noting that they in the Parliamentary Kurdistan Regions Committee had demanded the re-activation of the Supreme Committee because the stages of implementing Article 140 need this committee to remain activated.[/size]
    [size=45]Rojbiani told (Basnews) that "there is another parliamentary committee in the Iraqi parliament, also called the Temporary Committee for Article 140, and its mission is to monitor the work of the Supreme Committee for the implementation of this constitutional article, and this committee, in turn, needs to be reactivated."[/size]
    [size=45]And she continued by saying that one of the other tasks of the Supreme Committee for the implementation of Article 140 is to prevent the policy of Arabization and return the Arabs coming from the rest of Iraq to the Kurdish regions outside the Kurdistan Region Administration to their original places.[/size]
    [size=45]She explained, “The Supreme Committee for the Implementation of Constitutional Article 140 has the authority to implement the remaining stages of this article.”[/size]
