    The head of the Diwan of the Kurdistan Region Council of Ministers, Omid, said this morning, Tuesday, that the delegation of the regional government returned to Erbil after two days of intense negotiations in Baghdad.[/size]
    [size=45]This comes at a time when the federal government decided to spend part of the Kurdistan Region's salaries at 400 billion dinars for the months of November and December.[/size]
    [size=45]According to the Iraqi government, the decision to exchange money comes based on the ministerial platform emanating from the political agreement between the political forces that formed the government.[/size]
    [size=45]"We are making efforts for Baghdad to send the 400 billion dinars to the Kurdistan Region before New Year's," Omid Sabah said in a telephone interview with Kurdistan 24.[/size]
    [size=45]Sabah, a member of the negotiating delegation, added that the disbursement of the amount represents "a good step and an important beginning to show goodwill in order to reach an agreement between Erbil and Baghdad."[/size]
    [size=45]He pointed out that the delegation renewed during its negotiations the readiness of the Kurdistan Regional Government to implement the ministerial platform of the new Iraqi government and adhere to it to guarantee the constitutional rights and financial dues of the region.[/size]
    [size=45]Sabah confirmed that the negotiating delegation was able to work and negotiate "well", based on the directives of the President of the Kurdistan Regional Government, Masrour Barzani.[/size]
    [size=45]He pointed out that the Kurdistan Regional Government addressed an official address regarding its demands to the Federal Ministry of Finance and the Ministerial Council of Economy, and there is a "good understanding" in this regard.[/size]
    [size=45]He went on to say, "It is hoped to reach a common understanding at the earliest opportunity to decide on the Kurdistan Region's share of the federal budget for the coming year."[/size]
    [size=45]When he was asked about the oil and gas file, the head of the cabinet of the Kurdistan Region pointed out that earlier in the day the negotiating delegation held an “important meeting” with the Iraqi Oil Ministry in Baghdad.[/size]
    [size=45]"We agreed that there would be a transitional agreement that would pave the way for a final agreement... and search for common points that would contribute to drawing up a joint agreement to unify the oil and gas file for both sides," he said.[/size]
    [size=45]Omid Sabah spoke about the importance of the steps taken with regard to the two financial oversight bureaus of the region and Iraq, indicating that Baghdad approved all expenditures, revenues and staffing in the region “after auditing and follow-up.”[/size]
