    A United Nations organization announced that it has received 43% of the donor countries' funds allocated to the displaced people of Iraq during the current year, while noting that 45,000 of them do not have identification documents due to their deprivation of public services.
    The Refugee Relief Organization (UNHCR) stated in its new quarterly report for December 2022 that "although Iraq is now living in a state of relative stability and expansion in its financial capacity, the country continues to face chronic humanitarian and development needs, a complex political environment, as well as a volatile security situation."
    The report, which was translated by (Al-Mada), continued that “Iraq in general hosts more than 290,000 refugees and asylum-seekers, most of whom are Syrian Kurds (more than 260,000) who live in camps and residential areas in the Kurdistan region.”
    He pointed out, "There are no expectations of their return to their country anytime soon, especially when taking into account the deteriorating security situation in northeastern Syria, from which all these refugees originate."
    The report indicated that "Iraq still has 1.2 million displaced persons, and some of them face severe obstacles to return or effective local integration."
    He pointed out that "most of the five million displaced people who originally returned to their areas live the same rights as the rest of the population, but they also face similar challenges."
    The report notes that "the organization has reported displaced persons with complaints related to insecurity, lack of living opportunities and financial resources, in addition to destroyed homes in their areas of original residence, which are major reasons for their unwillingness to return."
    He stressed that "there are more than 430,000 displaced persons and returnees out of the total number of displaced people who still lack at least one civil status document."
    The report emphasized that “the loss of these documents impedes the ability of these people to obtain basic public services such as the right to education, health care and social security benefits, which in turn leads to restriction of freedom of movement and movement and increases the risk of exposure to arrest and detention.”
    And he continues, “The organization, and as part of its endeavors to facilitate the procedures for these people to obtain civil identity documents, in November, in coordination with the Nationality Department in the Ministry of Interior, it carried out a mission that lasted for five days, which included 10 sites for the displaced in Sulaymaniyah Governorate, during which one thousand and 94 national identities, 41 civil identities, and 19 Residence card.
    The report stated, "The organization is also working in coordination with the Iraqi government to introduce legislation and frameworks in line with international law within protection standards and best practices, in addition to involving humanitarian and development actors to include the displaced population in their programmes."
    He explained, "The United Nations Refugee Agency, taking into account the chronic nature of displacement in Iraq, is working to introduce long-term solutions and promote social and economic integration."
    The report talked about "other activities that include enhancing the capabilities of displaced families to obtain quality public services such as health care and education, as well as enabling them to obtain livelihood sources through supporting public service providers."
    He added, "21 thousand and 100 displaced families have received, since the beginning of 2022, cash financial assistance from them," noting that "the amount required to cover the humanitarian needs in Iraq over the course of the year 2022 from donor countries was about $347.4 million."
    And the report added, “The amount that was received until December 8, 2022 to implement programs in the country is $148 million, which constituted a coverage rate of only 43%.”
    And he added, "The donor countries include Belgium, Canada, Denmark, the European Union, Germany, Ireland, Italy, Japan, Luxembourg, the Netherlands, Norway, private donors, Qatar, Sweden, Switzerland, the United Kingdom and the United States of America."
    The report indicated, "The Refugee Relief Organization is an agency mandated to provide protection for refugees, displaced persons and displaced persons, and it also undertakes the protection program for the displaced in Iraq."
    And he continues, “The organization plays an important role by coordinating with local authorities, international organizations, non-governmental organizations, and civil society organizations to ensure the safety of the displaced and refugees and provide them with a decent life.”
    And the report went on to say that “40% of the programs to provide protection and financial support to the beneficiaries of the displaced and refugees in Iraq will be completed in December 2022, while the process of implementing the remaining care programs will continue by 60% during the next year 2023.”
