Shafaq News/ A member of the Parliamentary Legal Committee, Raed Al-Maliki, saw, on Saturday, the way to amend the Iraqi constitution as "difficult and complicated," noting that it needs "political consensus."
Al-Maliki told Shafaq News agency, "There are many articles in the constitution that need to be amended, including determining the largest bloc that wins the elections that are concerned with forming the government, and Articles 110, 111 and 112 related to oil wealth in terms of management, sharing and distribution, and articles related to the regions' relationship with the federal government."

He added, "The amendment of the articles of the constitution takes place through two methods, either through the government by sending amendment proposals or the parliament's decision to form a committee to amend the articles of the constitution," explaining that "if the government sends a draft amendment to the articles of the constitution, this will cause disagreements and problems within the House of Representatives over the origin of the amendment." ".
3 days ago, Prime Minister Muhammad Shia al-Sudani presented a draft to amend the Iraqi constitution to the President of the Republic, as he is the "patron of the constitution," according to a statement issued by al-Sudani's office, which indicated that the Prime Minister's advisor for constitutional affairs, Hassan al-Yasiri, presented the Prime Minister's draft to amend the constitution to President Abdul Latif Jamal Rashid.
A member of the Parliamentary Legal Committee pointed out that "submitting amendments to the articles of the constitution by the Presidency of the Republic and the Council of Ministers without taking into account the opinion of the political blocs will cause problems."
He noted that "Article 142 of the constitution places a veto on amending the constitution and gives the right to three provinces to refuse to vote on amending the constitution," noting that "the path of amendment is difficult and complex and cannot happen without consensus and political agreement between the Iraqi components."
He pointed out that "Article 126 of the constitution gives the right of the majority in the House of Representatives to vote on the amendment without giving the provinces the right to participate in the amendment."
Since the vote on the Iraqi constitution in a referendum in late 2005 until now, many political blocs, parliamentarians, and specialists in constitutional and legal affairs have made many observations on a number of constitutional articles, and from time to time calls are made by various parties to rewrite the constitution, amend it, or delete some of its articles. And one more addition.
