    The Parliamentary Regions Committee considered that the proposed provincial councils law is the starting point for its discussion, indicating that there are many problems facing this law that are still under discussion.

    Committee member Muhammad al-Shammari said in a statement to the official newspaper, which was followed by “Nass” (February 25, 2023), that “the provincial councils law, which was read for the first time, is nothing but a proposed law and is the starting point for the purpose of discussing the provincial councils law.”  
      
    He added, "The amendment has not started yet, and the committee is still awaiting its implications and the amendments proposed by the deputies, and then making changes until a final version of the law is reached."  
      
    Al-Shammari explained that "there are many objections to the law, including the objection to the issue of merging the provincial councils and the House of Representatives into one law while the title was the election of the provincial councils," noting that "there are two laws, the first is related to the elections of the House of Representatives and the second is the election of the provincial councils and when replacing the word councils The provinces in the law means merging the two laws into one law, despite the difference in the performance of the House of Representatives from the provincial councils.  
      
    And he continued, "Among the objections is also the law that will be adopted, is it St. Lego or the multiple constituencies, and the other issue is counting and sorting," explaining that "there are many matters that have not yet been decided regarding these elections to be held in October of this year and the extent of readiness." Commission to conduct it and the logistical matters and the funds allocated for it, but this project represents a starting point and a starting point for its discussion.  
      
    Earlier, Representative Haider Al-Mutairi announced that more than 70 parliamentary signatures had been collected to withdraw the proposal to amend the local elections law.  
      
    Al-Mutairi said in a press conference followed by "NAS" (February 23, 2023), "We strongly object to the amendments to the provincial elections law," noting that they are "not consistent with the aspirations of the Iraqi people seeking change."    
      
    He explained that "the proposed provincial elections law enshrines the continuity and survival of power in the hands of one party over the other, and circumvents the votes of Iraqi voters."    
      
    He stressed that "the process of merging the elections of the House of Representatives with the provincial councils is not justified," noting that "the collection of more than 70 signatures of members of the House of Representatives to withdraw the proposal to amend the provincial elections law from the agenda."
