    Earth News / The civil forces in Iraq are engaged in a battle of strength testing with the traditional parliamentary parties and blocs regarding the elections law for the provincial councils, which is intended to include the parliamentary elections with its same rules based on the "St. Lego Law".
    While the law still needs political consensus to pass it, the civil forces decided to hold a protest stand, today, Monday, in front of the gates of the "Green Zone" against attempts to pass it. The Parliamentary Legal Committee began the process of collecting signatures for the purpose of withdrawing the law.
    Committee member Raed al-Maliki said, in a statement to him on Sunday, that “the election law was presented in the previous session in a hasty manner and in which there was a detour,” adding that “the title is to amend the provincial councils law, but in fact it is to cancel the parliament elections law and transfer it in accordance with the provisions of the provincial law.” .
    Al-Maliki explained that «the difference is clear; The House of Representatives Law for the year 2020 adopts the individual election system, while the provincial councils law adopts the list system, one district, and (St. Lego),” noting that “there is a difference in the House of Representatives regarding this matter; As the (State Administration Coalition) has a political agreement to amend the election law, as for independent deputies, emerging blocs, Kurdish forces, and some deputies (the Coordination Framework), they collected the signatures of more than 70 deputies to withdraw the proposal in order to study it and to take up a larger space for discussion.
    Al-Maliki indicated that “amending the election law is within the government program, but we want to put forward a draft for the amendment; Because the method of presenting the law was for a partisan party that wanted things to proceed according to its opinion without taking the opinion of the rest of the parties. He explained that «there was no response to the objections by withdrawing the law and discussing it; Rather, the parliament session was postponed in preparation for providing a majority in the next session regarding the law, ”noting that“ the law is supposed to encourage political participation, not to alienate others; Especially since we suffer from poor participation.
    Last Thursday, the House of Representatives failed to hold its session dedicated to discussing several issues. Most notably, amending the provincial and district council elections law, and decided to postpone holding them until Monday.
    on his part; The representative of the “Sadiqun” parliamentary bloc, Ali Turki, suggested that the political forces would adopt the “Saint Lego” system within the upcoming local and parliamentary elections law. He said, "The political forces, through their representatives in Parliament, will vote to adopt (St. Lego) in the upcoming elections, regardless of the percentage that will be subject to discussions and understandings in the House of Representatives." He added, “The bad experience during the past elections proved its failure. This prompted the Federal Court to change the current law and adopt manual counting and sorting instead of electronic ones, after clear fraud was recorded in the results.
    Turki said, "The parliamentary approach is moving towards approving a unified law for the upcoming parliamentary and local elections."
    In this context, Salah al-Arabawi, Secretary-General of the "Wa'i" movement, told Asharq Al-Awsat that "the ruling coalition wants to turn the law into a guillotine for new parties and forces, and does not want it to be a window to achieve a parliamentary and political balance between the new and the old, and between the civil and the religious." He added, "We reject these efforts, and we will not surrender our necks to their guillotine." He stressed that if "the law is passed despite the majority of the people, the reference and the political forces, we will have other options."
    on his part; Professor of International Media at Ahl al-Bayt University in Karbala, Dr. Ghaleb Al-Daami, confirmed in a statement to Asharq Al-Awsat that “there are external actors pressuring not to pass this law in its current form, and even the religious authority with its previous sermon and the (Sadr movement) as well.” But frankly, the House of Representatives has the numerical percentage to pass this law or any other law. Al-Dami added, “The alignments between the Sunni and Kurdish blocs and independent representatives can constitute a force to prevent the passing of the law, but in the end this law will be subject to bargaining, and it will pass according to the vision of the (coordinating framework) whether (the framework) responds to external pressures, or the United Nations, or (the Sadrist movement). ); Because (the coordination framework) is in a hurry to hold early elections because it has a large audience in the street; Specifically, Prime Minister Muhammad Shia al-Sudani, but in the event of a drop in oil prices and a salary crisis, the equation can change.
    from his side; The strategic expert, Amir Al-Daami, said in a statement to Asharq Al-Awsat that “returning to the (St. Lego Law) is a challenge to the will of the Iraqi people, especially after the (October Revolution) and the reference through its opinion rejecting the one circle and the closed list.” Al-Daami added, "The merger of the law with the provincial elections is a constitutional violation."
