” And the lack of development of the judicial system, as a whole, led to the frustration of the work of foreign and local investors alike.
He pointed out that "the rampant corruption in the joints of the Iraqi state strengthens the system of patronage," and talked about "a risky environment that threatens foreign companies."
The US report pointed out that "decades of wars, sanctions, colonialism, corruption and lack of transparency affected the country's oil production and levels of foreign investment."
The report stated, "Despite the increase in production operations after 2003, the country has not yet reached its full potential until the present time."
