Within the government's policy and approach in providing health services to citizens, the competent authorities seek to impose their control over the drug market, and provide the types of tested and safe medicines to citizens that enter officially and legally into the country away from the black market and the manipulation of people's lives that occurs in it, despite the imposition of a pricing system on Medicine in the private sector began to be applied almost 6 years ago, however, representatives of this sector expressed their dissatisfaction with the lack of “fairness” in the government pricing of imported medicine for the private sector, and they also indicated that there is a complication of procedures by the official authorities, in contrast to the simplification of procedures in the region regarding the import of medicine Which led to a scarcity in the drug market for certain types of them.
Pharmacist Ahmed Sami, General Manager of the General Company for Marketing Medicines and Medical Supplies “Kimadia”, explained in an interview with “Al-Sabah”: “The scarcity of medicines in the private sector, including medicines for chronic diseases, has nothing to do with the drug pricing imposed by the state, since this project was implemented.” Several years ago, in cooperation between the Pharmacists Syndicate and the Ministry of Health.
He pointed out that "the priced drug is a safe drug, because it was officially and legally examined by the Ministry of Health, but the problem was with regard to the drugs entering Iraq informally and unexamined, which constituted a large percentage in the Iraqi market, and were completely hindering the pricing project, Accordingly, and through the current government's keenness to ensure that safe and effective medicine reaches the Iraqi citizen, it has embarked on a campaign to correct medicine in the private sector, by controlling and limiting the circulation of untested medicines.
And he indicated that "efforts began to come together by all the concerned authorities, each according to his role and specialization, and to develop a real plan by those concerned to follow up on unofficial medicines and their quantity for the purpose of examining them, releasing the successful ones through examination, and destroying the unsuccessful ones within specific time limits," and noted that "from here we can say that Because of this, there was a shortage of types of medicine, including medicines for chronic diseases, so the Ministry of Health took the necessary measures to prevent the continued scarcity of medicines. ". In turn, the head of the "Drug Media Association", Dr. Ihsan Muhammad Salim Al-Naqeeb, welcomed the pricing procedures, indicating in an interview with "Al-Sabah":
He pointed out that "the process of providing medicines in the private sector is according to several stages and under the supervision of the Ministry of Health, the Ministry of Commerce, border crossings, and others," stressing "the sobriety of government procedures, with the need to take into account the necessary facilities to achieve true partnership between the government and private sectors," and added, "the more The registration process has been facilitated; the door has been closed to smuggling and negative cases that find their way to the pharmaceutical market in Iraq due to the scarcity or loss of medicines, which are the first to be affected by scientific offices and citizens.
Al-Naqeeb added, "By looking at the private pharmaceutical sector, there is a clear gap between the actual need for medicines and the medicines registered with the Ministry of Health, and this gap is a major cause of the suffering of scientific offices, in addition to the many difficulties that scientific offices face during their work and the increasing fees they charge." imposed by government agencies, while the ease of procedures in the Kurdistan region encouraged a large number of scientific offices to supply shipments of medicines through the border crossings in the region, which contributed significantly to the provision of medicines to the private sector.Al-Naqeeb confirmed that "the recent period witnessed campaigns carried out by the security services, which included a number of major stockpiles, during which large quantities of medicines were seized, including medicines supplied through the border crossings in the Kurdistan region, which generated a state of anxiety among drug stockpiles and pharmacies. And for fear of a large shortage of medicines if the medicines supplied through the border crossings in the region are considered to be outside the controls,” explaining that “there are large quantities of medicines that were officially imported and examined in the drug control laboratory in the region, and they are currently stored in official warehouses.” In the region awaiting transfer to Baghdad and the rest of the provinces, which depends on the approval of the Ministry of Health.
