    Iraqi Kurdish President Fuad Massoum said Friday that forming a Kurdish state is a “project” and that “today, there is no possibility to announce such state. Massoum added at the Council on Foreign Relations in New York that the Kurds will be part of the Iraqi cabinet.  Earlier this summer Kurdistan Region President Massoud Barzani said that Iraq’s Kurds would hold an independence referendum. Masum said the results of a referendum on Kurdish independence will not be implemented immediately, and that an independent Kurdistan will take a “very long time.” A referendum doesn’t mean that immediately after the referendum there will be the announcing of the Kurdish state,” Massoum said There seems to be some understanding that the minister of defense should be Sunni and the minister of interior should be Shia, so the search is on for an independent Shia,” Massoum said at the Council Sunni tribes will each have their own National Guard, Massoum said. Despite their rocky relationship with the former Shia-dominated Iraqi government, the new president does not believe there is any danger that they would support the militants of the Islamic State (IS) that is overrunning a large part of Iraq and Syria.
