    Large political, popular and cultural circles agree that Iraq needs to amend many laws in force, most of which belong to the former regime, as well as the need to activate existing laws but they are broken, while this trend remains "despite the agreement on its importance" hostage to obstruction and postponement, due to the difference of views on how formulation of these laws.
    Perhaps the oil and gas law, which is currently being discussed, is one of the most important laws that have been postponed for years, in addition to postponing the activation of several constitutional articles, including Article 140 of the disputed areas.
    For his part, a member of the Legal Committee in the Iraqi Parliament, Muhammad Anouz, indicates that "there is an actual need to amend a number of laws, and replace some of them, and the most important thing is to activate the application of laws that are broken or not in force even though they were approved in Parliament, such as Law No. 16 regarding people with disabilities, which It provides for their appointment in state departments at a rate of 5 percent of the volume of appointments, but this law was not applied despite its legislation in 2013.
    Anouz considered, in press statements followed by "Baghdad Today", that "Iraq needs a revolution in legislation for laws that serve the Iraqis," pointing out that "the House of  Representatives throughout the previous electoral cycles was not at the required level in terms of legislating laws, due to political differences," explaining that " Committees were formed on more than one occasion, in order to make legal amendments, most of which are closely concerned with the Iraqi issue, and preliminary discussions took place, but work on them was not completed due to controversial articles.
    In turn, Ali al-Baydar, a researcher in political affairs, confirmed that "the majority of the laws in force in Iraq go back to the decisions of the dissolved Revolutionary Command Council (Saddam Hussein's regime), and some of the decisions of this council are no longer consistent with the nature of the current stage, not to mention the neglect of human rights laws, despite This diagnosis is proven by the majority of Iraqi parties, authorities and officials, but the political chaos that occurred in the country over the past two decades prevented amendments to laws.
    Al-Baider continued, "The Iraqi parliament is governed by traditional parties that have worked to neglect the majority of important issues for Iraqis, such as approving some new laws and amending others in line with the current Iraqi situation, which exacerbated legal problems."
