    Internal divisions undermined Kurdistan's autonomy vis-a-vis the federal government. These inter-party disputes have weakened the Kurdish collective bargaining power and hindered the Kurds' ability to present a united front in negotiations with the federal government. 
    Internal divisions also led to a lack of coherence in decision-making, making it impossible for the autonomous region to be effective in defending its autonomy and asserting its needs within the budget. The "Coordination Framework" parties used such divisions to gain more control and influence over the region's financial resources, especially in the newly approved Iraqi budget law, according to the Washington Institute's description. 
    Exploiting the Kurdish division
    Researcher and political analyst Shawan Mustafa confirmed to "Baghdad Today", today, Wednesday (August 16, 2023), that "the political division between the Kurdish parties led to a state of weakness in the Kurdish negotiating position, and thus the Iraqi political forces took advantage of this matter in their favor."
    He added, "The gains that the Kurds obtained after 2003 were due to the unity of the Kurdish position, especially between the two main parties. As for the state of weakness and division in front of the media and public opinion, the government and the parties benefited from it, as they began to pressure and limit the role of the region."
    divisions aggravate
    Kurdish divisions exacerbated after the departure of Mam Jalal Talabani, and the KDP's demand for the presidency of the republic, which the Patriotic Union of Kurdistan takes "usually", according to the system of "electoral benefits or quotas", and intensified by extending the work of parliament and not holding parliamentary elections within the Kurdistan region.
    The former Kurdish parliament speaker, Youssef Muhammad, confirmed in previous press statements that, "Unfortunately, the two Kurdish parties have a bad legacy in the region, represented in not holding any of the legislative, presidential or local elections on the legally specified date."
    He added, "The differences between the two sides continued and deepened recently, which contributed to the elections not being held as scheduled," stressing that "the differences are related to partisan interests, and have nothing to do with what serves the citizens of the region."
    Muhammad, who also previously held the position of chairing the opposition Kurdish Movement for Change bloc in the federal parliament, believes that the two parties, (the Democratic and the Union) "have armed forces and security and intelligence services, and therefore this complicated the issue of the peaceful exchange of power in the region."
    Energy disputes
    As for the Emirates Center for Strategic Studies, it stated in a study that “Baghdad benefited from the weakness of internal cohesion in the region, especially due to the competition between the two major parties, the “Kurdistan Democratic Party” and the “Patriotic Union of Kurdistan”, which deepened the dispute between them over the management of the energy sector and its revenues. Especially after the shift in the balance of power in favor of the Kurdistan Democratic Party since the death of the leader of the Patriotic Union of Kurdistan, Jalal Talabani. He followed Nechirvan Barzani, the former prime minister of the region and the architect of the oil and gas sector in Iraqi Kurdistan since 1999 until he became president of the region in 2019, a conciliatory approach to managing the dispute between the two parties in order to protect the energy industry from division along party lines (and the consequent division within the Kurdish Peshmerga).
    Consequently, pressure is increasing on the KRG, and the Patriotic Union of Kurdistan may distance itself from the unified energy policy in the region from now on, and pursue a policy of its own. The permanent delay in financial payments and personal clashes negatively affected Masrour Barzani's relationship with international oil companies, which the region needs now more than ever before, and a problem in this regard led to the exit of the "Trafigura" oil trade company from the region. 
    New alliances
    Amid the push and pull of the two parties, four Kurdish political parties in Sulaymaniyah announced their entry into a "unified coalition" within the project of "unifying the Kurdish ranks". Kurdistan outside the region, referring to the disputed areas between Baghdad and Erbil. The head of the "Kurdistan Liberation Party," Rikar Ahmed, said during a press conference that "it was agreed to move within a unified coalition to unify the Kurdish ranks between four Kurdish parties, which are the Kurdistan Liberation Party, the National Alliance Party, the Kurdistan Renewal Movement, and the National Shula Party."
