    The meeting of the State Administration Coalition on the events in Kirkuk ended, after midnight on Sunday (September 10, 2023), with agreement on six points, including the formation of a leadership committee from the coalition to visit the governorate and find solutions to the immediate problems, most notably the issue of the headquarters, making administrative adjustments in Kirkuk, and forming a parliamentary committee to investigate the facts. Confirming the commitment of the coalition parties to the political agreement stipulated in the ministerial platform.


    The Iraqi Prime Minister’s advertising office reported in a statement that Muhammad Shia al-Sudani hosted “an important meeting of the state administration coalition, in the presence of the President of the Republic, Abdul Latif Rashid, and the Speaker of the House of Representatives, Muhammad Rikan al-Halbousi,” which was devoted to discussing the current situation in Kirkuk Governorate, “and ways to enhance security and stability in general.” Governorate, where extensive discussions took place that were characterized by a spirit of responsibility towards the issues of the nation and the safety of citizens’ lives.”


    The coalition condemned "the events that took place in Kirkuk and the security disturbances that threatened civil peace and disturbed the security there, and stressed that what happened is an unacceptable act under any pretext, and from any party," indicating that "all parties must give priority to interest." Supreme Council for the governorate and its citizens, and that dialogue remains the key to renouncing differences and maintaining peaceful coexistence in Kirkuk.

    He called on the coalition to adhere to "a national discourse that supports calm and spreads security and stability in Kirkuk Governorate, which is distinguished by its specificity and diversity, which has always been a source of strength and pride for all fraternal Iraqi sects, nationalities and sects in the governorate."

    The attendees agreed on the following: 

    :large_blue_diamond: Forming a leadership committee from the coalition to visit Kirkuk Governorate, holding meetings with official and social activities for all components of the governorate, finding solutions to immediate problems, most notably the issue of the headquarters, and making administrative adjustments in Kirkuk, in a way that maintains balance between all its components.

    :large_blue_diamond: Supporting the decision of the House of Representatives to form a parliamentary committee to investigate the facts in Kirkuk, and emphasizing the necessity of revealing the results of the investigation to public opinion, and holding accountable everyone proven to be involved in the events, regardless of their title or affiliation.

    :large_blue_diamond: The commitment of the parties of the state administration coalition to the political agreement established in the ministerial platform, which is consistent with the constitution and the law, and was voted on in the House of Representatives. 

    :large_blue_diamond: Stopping the media escalation and discussing differences in viewpoints within the state administration coalition.

    :large_blue_diamond: Commitment to holding provincial council elections on the scheduled date, next December, and holding them in Kirkuk Governorate as well.

    :large_blue_diamond: Supporting the House of Representatives’ decision to host the Ministers of Finance in the Federal Government and the Kurdistan Regional Government of Iraq. 

    Earlier, the Iraqi Prime Minister decided to hand over the headquarters of the Kurdistan Democratic Party in Kirkuk to the party, but a group of Arabs and Turkmen prevented the implementation of the decision and blocked the road linking Kirkuk to Erbil, causing obstruction of the movement since last August 28. In response, unarmed Kurdish citizens demonstrated. But the security forces opened fire on them on September 2, killing 4 young Kurds and wounding 16 others.

    Human Rights Watch confirmed that Iraqi forces opened fire on Kurdish demonstrators in Kirkuk, noting that “the Iraqi government must take concrete steps that lead to accountability for the security forces’ shooting and use of excessive and lethal force against Kurdish demonstrators in Kirkuk and conduct an independent and impartial investigation to ensure an investigation.” Justice for the victims and their families.”
