    Baghdad/Al-Masala Al-Hadath: The Council of Ministers agreed to allocate an amount of 3 billion dinars to the General Union of Writers and Authors in Iraq.
    The Prime Minister's Office stated in a statement received by Al-Masala, that Al-Sudani chaired the thirty-seventh regular session of the Council of Ministers, during which the overall developments in the country's general situation were discussed, and a number of vital files listed among the priorities were discussed, in addition to discussing the topics on the agenda, And issuing its own decisions and recommendations.
    With the aim of accelerating the implementation of government plans related to the health sector, the Council of Ministers agreed to adopt the recommendations contained in the minutes of the thirty-fourth meeting of the Diwaniyah Order Committee (45 of 2018), regarding developing the necessary ways, mechanisms and solutions to complete public hospital projects, and taking the fourth track regarding paragraph (f). Regarding increasing the space area for patient lying-in rooms and other spaces, and adding paragraph (4) to the general recommendations, these recommendations were concerned with addressing inflation with regard to construction works, equipment, and mechanical and electrical materials priced in the Iraqi dinar, guided by the special mechanism of Council of Ministers Resolution (301 of 2021), And the amended resolution (23174 of 2023), as well as recommendations for treating medical devices and equipment, whose current prices differed from the contractual prices, due to the obsolescence of their specifications and models and the development of their technology, and the special treatment for calculating the increase in building areas for all projects.Other hospitals in general.
    Within the framework of supporting the national pharmaceutical industry, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy No. (230183 Q) regarding amending Cabinet Resolution No. (23128) of 2023, which includes amending the tariff for raw materials for the pharmaceutical industry, according to the following:
    - Amending the customs tariff for medical devices, supplies, and materials necessary for their operation, imported from the public sector to become (0.5%), and from the private sector to become (4%).
    Based on the directives of the Prime Minister in addressing the health, social, and cultural conditions of writers, the Council of Ministers approved the Ministry of Finance’s allocation of an amount of (3) billion dinars to the General Union of Writers and Writers in Iraq, based on the provisions of the General Union of Writers and Writers Law, and from emergency reserve allocations, based on To the provisions of Article Six of the Federal General Budget Law for the three fiscal years.
    In the energy file, the Council of Ministers agreed to exclude the Southern Refineries Company, affiliated to the Ministry of Oil, from the contracting methods stipulated in the instructions for implementing government contracts (2 of 2014), for the purpose of enabling it to implement the remaining paragraphs of the two contracts numbered (5243, the fourth refining unit and its annexes), and ( 5289 Group Consultant) according to the following:
    - Contracting with the companies (Yokogawa) and (Hitachi) to complete the work related to precision machinery and electricity, and the company (Enromov) to complete the work related to water transactions, using the method of a single bid for each of them, as an exception to the provisions of Article (3/Sixth) as they work as subcontractors with the contractor. The main contract, before the work was withdrawn from it, and since the contracts related to the above companies are in the final stages of completion.
    - Direct contracting with the Czech (UNIS) and American (UOP) companies for the purpose of completing the remaining work for the group unit, as an exception to the provisions of Article (3/Seven).
    – Contracting with subcontractors working on site as needed; For the purpose of completing the fraud and other remaining works, as an exception to the provisions of Article (3) regarding advertising methods, and as an exception to the application of standard documents when soliciting offers to implement the aforementioned contracts.
    In the process of developing the education sector and enhancing its soundness, the Council of Ministers approved the draft law on private public university education, which was reviewed by the State Council, and referred to the House of Representatives, based on the provisions of the Constitution, taking into account the observations of the Legal Department in the General Secretariat of the Council of Ministers confirmed, provided that they do not The percentage exceeds 10% of the total admission, and the instructions of the Higher Education Fund are amended to ensure that the Ministry of Finance is informed of the accounts, expenses and revenues of the Fund.
    The Council of Ministers discussed other topics on the agenda and approved the following:
    First: The Ministry of Finance waived and wrote off the sale allowance for the apartment allocated according to Cabinet Resolution (1970) of 2009, to the family of the martyr (Othman Al-Obaidi), based on the provisions of the Federal Financial Management Law, and Cabinet Resolution (23447) of 2023.
    Second: Approval of the issuance of the Second Amendment System to the Insurance Business Fees System No. (1) of 2008, based on the provisions of the Constitution and the provisions of the Law Regulating Insurance Business, issued pursuant to Order No. (10 of 2005), taking into account the observations of the Legal Department in the General Secretariat.
